Opportunity description

3.1. The subject matter of the contract comprises services involving the preparation of design documentation, together with obtaining the opinions, arrangements and administrative decisions required by law, and the provision of designer’s supervision over the execution of construction works carried out on the basis of the documentation constituting the subject matter of this contract for the following tasks: 1) Task name: “Preparation of design documentation together with the provision of designer’s supervision for the task entitled: Anti-erosion protection of a skid trail—construction of wooden barriers in the Lasek forest district under the project ‘Comprehensive project for the adaptation of forests and forestry to climate change—small-scale retention and prevention of water erosion in mountain areas—continuation (MRG3)’” 2) Task name: “Preparation of design documentation together with the provision of designer’s supervision for the task entitled: Anti-erosion protection of skid trails—construction of wooden barriers in the Czerniawa forest district under the project: ‘Comprehensive project for the adaptation of forests and forestry to climate change—small-scale retention and prevention of water erosion in mountain areas—continuation’ (MRG3)” 3.2. Annex No. 2.4.—Guide to the execution of works and maintenance of structures in the State Forest Holding State Forests The design documentation prepared must comply with the “do no significant harm” principle—the DNSH principle within the meaning of Article 17 of Regulation (EU) 2020/852 of the European Parliament and of the Council of 18 June 2020 on the establishment of a framework to facilitate sustainable investment, amending Regulation (EU) 2019/2088, taking into account the indicated scope of work and the nature of the investment. 3.3. The subject matter of the contract has been divided into two parts: Part No. 1: “Preparation of design documentation together with the provision of designer’s supervision for the task entitled: Anti-erosion protection of a skid trail—construction of wooden barriers in the Lasek forest district under the project ‘Comprehensive project for the adaptation of forests and forestry to climate change—small-scale retention and prevention of water erosion in mountain areas—continuation (MRG3)’” Part No. 2: “Preparation of design documentation together with the provision of designer’s supervision for the task entitled: Anti-erosion protection of skid trails—construction of wooden barriers in the Czerniawa forest district under the project: ‘Comprehensive project for the adaptation of forests and forestry to climate change—small-scale retention and prevention of water erosion in mountain areas—continuation’ (MRG3)” The Contractor may submit a tender for one or more Parts. However, a tender submitted for a given Part must cover the entire scope of work provided for in the SWZ for that Part. 3.4. In Annexes No. 2.1. to the SWZ and 2.1.1. to the SWZ, with regard to each Part of the contract, the Contracting Authority indicates the location of the facilities for which design documentation will be prepared. 3.5. The subject matter of the contract (each of its Parts) covers the performance of two Tasks: a) Task No. 1—preparation of design documentation together with obtaining a final building permit decision or confirmation from the appropriate authority that there are no grounds for raising an objection to the submitted notification of the commencement of construction works not requiring a building permit, for the entire material scope of the investment task for which design documentation is to be prepared. Under Task No. 1, the Contracting Authority provides for the following stages: 1) preparation of a natural inventory 2) preparation of the design documentation necessary to submit a complete application for a building permit or notification of the intention to commence construction works not requiring a building permit, for the entire material scope of the investment task for which the documentation is to be prepared 3) obtaining a final building permit decision or confirmation from the appropriate authority that there are no grounds for raising an objection to the submitted notification of the commencement of construction works not requiring a building permit, for the entire material scope of the investment task for which design documentation is to be prepared. b) Task No. 2—provision of designer’s supervision over the execution of construction works carried out on the basis of the design documentation constituting the subject matter of this contract. As part of the designer’s supervision, the Contractor is obliged to update the technical design with the agreed changes arising during the execution of the construction works. 1. It is planned to construct 8 wooden barriers on a skid trail 575 linear metres long in the Lasek forest district. The final number of barriers necessary to be constructed will be determined by the designer. 3. Description of natural conditions in the area of impact: There is a winter species protection zone for the black grouse in the area. Partly category K2 of areas of natural value—a watercourse buffer. Fresh mixed mountain forest (LMGśw) with a young spruce-larch stand, beech and birch. 4. Assessment of the possible impact on the natural environment: Reduction of surface runoff, prevention of soil leaching, reduction of damage to the adjacent forest stand. The structures protect watercourses, springs and other sensitive habitats. They will help preserve hydrological continuity. 5. Natura 2000 area: PLB020009 Góry Izerskie 6. It is planned to construct 6 wooden barriers on an unused skid trail 140 linear metres long in L-Czerniawa. The final number of barriers necessary to be constructed will be determined by the designer. 3. Description of natural conditions in the area of impact: Fresh mixed mountain forest (LMGśw), middle-aged spruce stand, with rowan, beech, larch and birch in places. Partly in category 2 of areas of natural value. 4. Assessment of the possible impact on the natural environment: Reduction of surface runoff, prevention of soil leaching, reduction of damage to the adjacent forest stand. Partly in category K2 of areas of natural value—a watercourse buffer. Podrzeń żebrowiec occurs in compartment 258-g. 4. Assessment of the possible impact on the natural environment: Reduction of surface runoff, prevention of soil leaching, reduction of damage to the adja-cent forest stand.
