Opportunity description

1. The subject of the contract is the performance of construction works consisting in the renovation of hygiene and sanitary rooms adjacent to the gymnasium of the Technical School Complex in Suwałki, under the programme – Szatnia na medal – m2026 edition. The rooms to be renovated include: publicly accessible women’s and men’s toilets, three changing rooms, two shower rooms with adjacent toilets / location of the rooms on the attached drawing/ The scope of works includes: 1) Renovation of the sanitary sewerage system consisting in the dismantling of the existing horizontal pipes, risers and connections to sanitary fixtures and the installation of new ones, together with accompanying construction works, i.e.: removal of the flooring, excavations, chases and openings. 2) Renovation of the water supply system consisting in the dismantling of the existing horizontal water pipes and risers (apart from the main supply), connections to fittings and water supply fittings. Installation of a new system made of PEX/AL/PEX pipes together with new water supply fittings and accompanying construction works, i.e.: removal of the flooring, chases and openings. 3) Renovation of the central heating system consisting in the dismantling of the existing risers and sectional cast-iron radiators. Installation of a new manifold system routed in the floor layers, equipped with steel panel radiators with bottom connections, together with accompanying construction works, i.e.: removal of the flooring, chases and openings. 4) Renovation of the rooms consisting in the replacement of wall and floor coverings, replacement of door joinery, painting and filling of the walls and ceilings of the rooms. Equipping the changing rooms with clothes lockers with seats. 5) Adaptation of one of the bathrooms adjacent to the showers for the needs of persons with disabilities, together with equipping it with dedicated sanitary fixtures, fittings and grab rails. 2. A detailed description of the subject of the contract is set out in the Technical Description for the notification of construction works, the bill of quantities and the Technical Specification for the Execution and Acceptance of Construction Works. 3. All works must be carried out in accordance with the technical documentation and the applicable technical conditions and regulations. 6. The use of a label in the design documentation means that the Contracting Authority accepts all labels confirming that the construction works, supplies or services in question meet requirements equivalent to those of the label specified by the Contracting Authority. Where, for reasons beyond its control, the Contractor is unable to obtain the label specified by the Contracting Authority or an equivalent label, the Contracting Authority shall, within a time limit set by it, accept other corresponding means of proof, in particular the manufacturer’s documentation, provided that the Contractor proves that the construction works, supplies or services to be performed by it meet the requirements of the specified label or the specified requirements indicated by the Contracting Authority. 7. The use in the design documentation of a requirement to possess a certificate issued by a conformity assessment body or a report on tests carried out by that body as a means of proof confirming compliance with the requirements or characteristics specified in the description of the subject of the contract, tender evaluation criteria or contract performance conditions means that the Contracting Authority also accepts certificates issued by other equivalent conformity assessment bodies. The Contracting Authority shall also accept other appropriate means of proof, in particular the manufacturer’s technical documentation, where the Contractor concerned has no access to certificates or test reports, or no possibility of obtaining them within the relevant time limit, provided that this lack of access cannot be attributed to the Contractor concerned and provided that the Contractor concerned proves that the construction works, supplies and services performed by it meet the requirements or criteria specified in the description of the subject of the contract, tender evaluation criteria or requirements related to contract performance. 8. If the description of the subject of the contract includes a provision resulting from KNR or KNNR indicating the necessity of using specific equipment with specific parameters in the performance of the contract, the Contracting Authority permits the use of other equipment, provided that this ensures achievement of the assumed design parameters and does not create a risk that the works performed will not comply with the technical documentation. 9. In the case of a description by means of standards, equivalent solutions shall be deemed to be those that ensure compliance with the minimum requirements specified in the standard at a level no worse than described in the relevant standards. In the case of standards referred to in the SWZ (unless specified in detail), these shall be understood to mean current standards. In other cases (description of the subject of the contract by means of technical assessments, technical specifications and technical reference systems), a product, material or system with technical, functional and quality parameters no worse than those listed in the description of the subject of the contract shall be considered equivalent. 10. The Contracting Authority informs that it is applying for co-financing from the Physical Culture Development Fund under the programme Szatnia na medal – 2026 edition. 11. The Contractor is required to produce and install an information board. The board must be produced in accordance with the Guidelines on fulfilling information obligations applicable to beneficiaries of programmes co-financed from the state budget or state special-purpose funds (available at: https://www.gov.pl/web/premier/promocja). 12. The Contractor is required to agree the design and content of the board and its installation location with the Contracting Authority. 13. The Contracting Authority informs that, pursuant to Art. 310 of the Pzp Act, it may cancel the contract award procedure if the public funds that the Contracting Authority intended to allocate to financing all or part of the contract are not granted to it.
