for the initiation of a public procurement procedure entitled: “Preparation of documentation updating the PZO together with the performance of the necessary nature expert assessments in the Natura 2000 areas: Bytowskie Jeziora Lobeliowe PLH220005, Jeziora Lobeliowe koło Soszycy PLH220039, as part of the project Updating conservation task plans for Natura 2000 areas together with conducting monitoring”. The need to commission documentation for updating conservation task plans for 2 Natura 2000 areas (Bytowskie Jeziora Lobeliowe PLH220005, Jeziora Lobeliowe koło Soszycy PLH220039) arises from Article 31 of the Act of 16 April 2004 on nature conservation (consolidated text: Journal of Laws of 2026, item 13): the Regional Director for Environmental Protection prepares and submits to the General Director for Environmental Protection, at least once every 6 years, an assessment of the achievement of the conservation objectives of Natura 2000 areas, containing in particular information concerning the conservation status of the features for which the Natura 2000 areas were designated, the conservation measures undertaken and the impact of those measures on the conservation status of the features for which the Natura 2000 areas were designated, as well as an assessment of whether the conservation task plan is up to date. The orders concerning conservation task plans for the areas in question are: the order of the Regional Director for Environmental Protection in Gdańsk of of 12 March 2014 on establishing a conservation task plan for the Natura 2000 area Bytowskie Jeziora Lobeliowe PLH220005 (Official Journal of the Pomeranian Voivodeship of 2014, item 1320, as amended), , the order of the Regional Director for Environmental Protection in Gdańsk of 6 December 2013 on establishing a conservation task plan for the Natura 2000 area Jeziora Lobeliowe koło Soszycy PLH220039 (Official Journal of the Pomeranian Voivodeship of 2013, item 4723, as amended). The above documents require updating, which justifies the implementation by the Regional Director for Environmental Protection in Gdańsk (hereinafter RDOŚ in Gdańsk) of project No FENX.01.05-IW.01-0106/24 entitled: Updating conservation task plans for Natura 2000 areas together with conducting monitoring, in accordance with co-financing agreement No FENX.01.05-IW.01-0106/24 of 16.04.2025. The mandatory nationwide objective of the above-mentioned project is to achieve indicators related to updating PZO documentation, including assessments of the conservation status of the features for which protection was designated in 4 Natura 2000 areas: Bytowskie Jeziora Lobeliowe PLH220005, Jeziora Lobeliowe koło Soszycy PLH220039. The technical, organisational and staffing resources do not allow the Contracting Authority to perform the contract independently and thus achieve the project indicators. Therefore, selecting contractors to prepare documentation enabling the updating of the orders for the areas in question is particularly important. The result of the public contract will be 2 nature expert assessments with conservation status assessments for the features indicated in the OPZ for which protection was designated in the Natura 2000 areas: Bytowskie Jeziora Lobeliowe PLH220005, Jeziora Lobeliowe koło Soszycy PLH220039, as well as recommendations for changes to the SDF and PZO, on the basis of which the employees of RDOŚ in Gdańsk will be able to prepare orders amending the conservation task plans for the above-mentioned Natura 2000 areas if the accepted data indicate such a need. The established orders amending the conservation task plans will provide the basis for undertaking measures aimed at maintaining at the same level or improving the conservation status of the features for whose protection the Natura 2000 areas were established. Funds to finance the aforementioned public contract* are secured in the project’s material and financial schedule for 2026-2028, which covers all costs related to preparing documentation for updating the PZO together with performing the necessary nature expert assessments for the above-mentioned Natura 2000 areas. Under the public contract, the submission of partial tenders will be permitted, i.e. separately for each Natura 2000 area. Dividing the contract into parts will make it possible, in respect of the individual parts, to broaden the pool of contractors eligible to apply for performance of the contract, thereby increasing the competitiveness of the procedure. If the contract is divided into parts, the risk that one of them will not be performed will not jeopardise the proper performance of the remaining parts of the contract. In addition, the contract conditions specified by the Contracting Authority help to increase competitiveness regarding participation by various entities in the procedure—both smaller and larger teams of experts, as well as experts from various natural science disciplines. The contract is to be conducted under an EU open procedure, which was determined on the basis of the aggregation of contracts at the unit level and at the project level in the part allocated to the entity incurring eligible expenditure, i.e. RDOŚ in Gdańsk. Description of Task No 1: a) analysis of existing materials for the Area, b) conducting field studies consisting of verifying the natural habitat resources indicated in Chapter II of the Description of the Subject Matter of the Contract (hereinafter referred to as the OPZ), conducting conservation status assessments at individual sites in accordance with the rules for carrying out the work (Chapter II of the OPZ), c) conducting field studies consisting of determining the range of occurrence, estimating abundance and assessing the current conservation status of the species indicated in Chapter II of the OPZ, in accordance with the rules for carrying out the work (Chapter II of the OPZ), d) identification and analysis of existing and potential threats to the surveyed sites/features for which protection was designated, e) proposal of conservation measures, specifying the objectives of the conservation measures, including reference objectives, together with justifications, f) proposal of the scope of monitoring, g) analysis of spatial planning studies and provision of recommendations responding to the needs arising from nature conservation in the area, h) coordination of the nature expert assessments being conducted, preparation of a coherent study containing results and conclusions concerning the individual features for which protection was designated and a summary concerning the Area, i) participation in a maximum of three meetings of the Local Cooperation Team; j) preparation of a draft update to the Standard Data Form, together with a detailed justification of each assessment and value assigned (also where they are maintained), an analysis and description of changes from the baseline data to the current needs of the area, k) provision of recommendations for updating the conservation task plan, presentation of proposed amendments to the order/order amending the PZO, together with a detailed justification for each of them, or justification confirming that the information contained in the planning documents is up to date, l) preparation of spatial data.
