Opportunity description
1. The subject matter of the contract is the implementation of a conservation measure in the Natura 2000 area Wielki Łęg Obrzański PLB300004, consisting of the removal and mulching of trees and shrubs together with their natural regeneration. A detailed description of the subject matter and performance of the contract is set out in the Description of the subject matter of the contract, constituting Appendix No. 1 to the SWZ I.1. The subject matter of the contract is the implementation of a conservation measure in the Natura 2000 area Wielki Łęg Obrzański PLB300004, consisting of the removal and mulching of trees and shrubs together with their natural regeneration. 2. Performance of the subject matter of the contract is financed from project No. 101147995 — LIFE23-NAT-PL-LIFEkulikPL entitled “The EURASIAN CURLEW endangered. Protection of the Eurasian curlew Numenius arquata in Poland”, co-financed by the European Union under the LIFE Fund (75%) and the National Fund for Environmental Protection and Water Management (20%). II. Detailed scope of performance of the subject matter of the contract: 1. The subject matter of the contract is the removal and mulching of all trees and shrubs and all natural regeneration of trees and shrubs, covering a total area of approximately 2.6 ha, from the entire area covered by the contract. 2. The area covered by the contract is located within the boundaries of cadastral plots numbered: 2704, 2705, 2706, 2430/1, 2429, 2428/1, Przemęt cadastral district, Przemęt municipality. Within the boundaries of the cadastral plots adjacent to the road, numbered: 2430/1, 2429 and 2428/1, a buffer approximately 8 metres wide is designated on the road side and is not part of the area covered by the contract. 3. The approximate scope of the subject matter of the contract is shown on the map constituting an Appendix to the OPZ. 4. All trees and shrubs together with their natural regeneration must be removed from the area covered by the contract. The area occupied by trees and shrubs and their natural regeneration has been determined approximately. 5. In order to properly assess the contractor’s technical capabilities and objectively estimate the cost of performing this service, it is recommended that a site visit be conducted, including verification of the area occupied by trees and shrubs together with their natural regeneration and the exact number of trees unsuitable for mulching, including trees requiring manual removal. 6. Trees and shrubs and their natural regeneration must be removed using a forestry mulcher. The Contracting Authority requires the mulched material to be shredded as finely as possible. In the case of shrub and tree fragments that are too thick and unsuitable for direct mulching, the Contractor is required to cut down such plants manually and mulch the smaller limbs and branches. The Contractor undertakes to remove, at its own expense, trunks and thick limbs unsuitable for mulching from the area covered by the contract. 7. If ruts or other unevenness are left (e.g. after the mulcher enters wetland), the Contractor is required to level them. This action requires prior agreement with the Contracting Authority. The Contracting Authority does not specify parameters defining the maximum permissible ground pressure of mechanical equipment authorised for performance of the contract. 8. The Contractor is obliged to notify the Contracting Authority of the commencement of work in the area covered by the contract at least 2 days in advance. Procedure: open. Review the original TED notice for the complete requirement, lots, amendments and attachments.
