Opportunity description

The subject of the contract is the supply of a medium rescue and firefighting vehicle. The vehicle and the equipment installed on it must be factory-new, unused, undamaged, free from third-party rights, and of first quality. A detailed description of the subject of the contract, specifying the minimum requirements set by the Contracting Authority concerning the subject of the contract, is contained in Annex No. 1 to the SWZ: “Description of the subject of the contract” and Annex 1A to the SWZ: "Description of optional contracts", while the detailed terms of performance are contained in Annex No. 7 to the SWZ: "contract template". The declarations and documents that contractors are required to provide in order to demonstrate the absence of grounds for exclusion and confirm compliance with the conditions for participation in the procedure are described in Chapter IX of the SWZ. 1. The Contracting Authority provides for the application of the so-called reverse procedure referred to in Article 139(1) of the Public Procurement Law, i.e. the Contracting Authority will first examine and evaluate the tenders and then carry out the qualification of the Contractor whose tender received the highest evaluation with regard to the absence of grounds for exclusion and compliance with the conditions for participation in the procedure. 2. Pursuant to Article 257 of the Public Procurement Law, the Contracting Authority provides for the possibility of cancelling this procedure if the public funds that the Contracting Authority intended to allocate to financing all or part of the contract have not been awarded to it. 3. With regard to Contractors jointly applying for the award of the contract, in relation to the condition concerning technical or professional capacity, the Contracting Authority permits the Contractors to meet the condition jointly. 4. At any stage of the procedure, the Contracting Authority may consider that the Contractor does not possess the required capacities if the Contractor's conflicting interests, in particular the involvement of the Contractor's technical or professional resources in the Contractor's other business ventures, may have a negative impact on the performance of the contract. Contractors may apply for the award of the contract if they meet the conditions concerning: 1) capacity to conduct business activities: The Contracting Authority does not impose any condition in the above respect. 2) authorisation to conduct a specific business or professional activity, insofar as this results from separate regulations: The Contracting Authority does not impose any condition in the above respect. 3) economic or financial standing: The Contracting Authority does not impose any condition in the above respect. 4) technical or professional capacity: The Contractor will meet the condition if it demonstrates that, during the last 3 years before the deadline for submitting tenders, or, if the period of conducting business is shorter, during that period, it duly completed at least one supply, , of at least one special rescue vehicle for an amount of no less than PLN 1,000,000. NOTE! If the value of the supplies is stated in a currency other than PLN, the Contractor should convert it into PLN according to the exchange rate applicable on the date of publication of the contract notice in the Official Journal of the European Union.
