4.1. The subject matter of the contract is the purchase of a medium rescue and firefighting vehicle with a 4x4 drive system for the Volunteer Fire Brigade in Rokiciny. 4.2. The material scope of the subject matter of the contract includes in particular: 1) delivery of the subject matter of the contract, compliant with Annex No. 1 to the SWZ, 2) provision of equipment free from defects, brand new, unused, technically operational, complete and ready for work, namely a medium rescue and firefighting vehicle with a 4x4 drive system—hereinafter referred to as the “vehicle”—without any additional purchases or investments on the part of the Contracting Authority, including all operating fluids and fuel; 3) provision of the necessary technical description (in Polish), 4) provision together with the order of the required operating manuals for the vehicle chassis, firefighting body, and installed devices and equipment in Polish, as well as a complete set of documents necessary for registration of the vehicle, 5) marking of the vehicle in accordance with Annex No. 1, 4.3. General requirements for the subject matter of the contract: a) the bodied and equipped vehicle must meet the minimum requirements under the following regulations: − the Road Traffic Law Act (consolidated text: Journal of Laws of 2024, item 1251, as amended), together with the implementing regulations to the Act. − Regulation of the Minister of the Interior and Administration of 20 June 2007 on the list of products intended to ensure compliance with the principles of public safety or the protection of health and life and property, as well as the rules for issuing approvals for the use of these products (Journal of Laws of 2007, No. 143, item 1002, as amended), − Regulation of the Ministers of the Interior and Administration, National Defence, Finance and Justice of 22 March 2019 on special vehicles and vehicles used for special purposes by the Police, Internal Security Agency, Foreign Intelligence Agency, Military Counterintelligence Service, Military Intelligence Service, Central Anti-Corruption Bureau, Border Guard, State Protection Service, National Revenue Administration, Prison Service and Fire Service (Journal of Laws of 2019, item 594). − standards: PN-EN 1846-1 and PN-EN 1846-2 or equivalent standards, b) the vehicle must have a valid certificate of approval for use in fire protection in Poland issued pursuant to the Regulation of the Minister of the Interior and Administration of 20 June 2007 on the list of products intended to ensure public safety or the protection of health and life and property, as well as the rules for issuing approvals for the use of these products (Journal of Laws of 2007, No. 143, item 1002, as amended), c) the certificate of approval must be delivered no later than on the date of acceptance of the vehicle, d) the vehicle must be marked with the operational numbers of the State Fire Service in accordance with Order No. 6 of the Commander-in-Chief of the State Fire Service of 08 May 2025 on transport management in organizational units of the State Fire Service. 4.4. A detailed description of the subject matter of the contract, including a list of the minimum required technical and operational parameters of the vehicle, is set out in Annex No. 1 to the SWZ.
