3. The subject of the contract includes the delivery of an 8x6 special container carrier vehicle of the SCKn type with a PKn container trailer, compliant with the PN:EN 1846-1 standard 1. Name of the contract: “Purchase of a heavy technical rescue vehicle for the Municipal Headquarters of the State Fire Service in Wrocław in 2025.” 2. Designation according to the Common Procurement Vocabulary (CPV): Main subject – 34144210-3 Firefighting vehicles 34142000-4 Crane and dumper trucks 42418940-0 Container-handling equipment 34223000-6 Trailers and semi-trailers 3. The subject of the contract includes the delivery of an 8x6 special container carrier vehicle of the SCKn type with a PKn container trailer, compliant with the PN:EN 1846-1 standard 5. The subject of the contract should meet the following requirements: a) correspond to all the characteristics specified in the procurement specifications, b) be factory-new and compliant with the applicable standards. 6. A detailed description of the subject of the contract is contained in No. 2 to the SWZ – Technical specifications together with an attachment, and the detailed performance conditions in Annex No. 4 to the SWZ – Draft contract. 7. Additional equipment included in the subject of the contract and listed among products requiring approval for use must have valid certificates of approval for use in fire protection in Poland in accordance with the Regulation of the Minister of the Interior and Administration of 20 June 2007 on the list of products intended to ensure compliance with the principles of public safety or the protection of health, life and property, as well as the rules for issuing approvals for the use of such products (Journal of Laws of 2007, No. 143, item 1002, as amended). 8. The vehicle must be marked with PSP operational numbers in accordance with Order No. 6 of the Chief Commandant of the PSP of 8 May 2025 on transport management in PSP organisational units (Official Journal of the KG PSP of 2025, item 9). 9. Any names (trademarks), standards, assessments and technical specifications provided by the Contracting Authority in the description of the subject of the contract are exemplary, and their indication is intended to define the expected standard, while the Contracting Authority permits the submission of equivalent tenders pursuant to Article 101(4), (5), (6) of the uPzp in conjunction with Article 99 of the uPzp. If specific standards, assessments and technical specifications are indicated in the procurement documentation, the Contracting Authority states that it permits the use of equivalent solutions described by those standards. A Contractor relying on equivalent solutions described by the Contracting Authority is required to demonstrate in the tender—in particular by means of contract-specific evidence—that the supplies, services or construction works it offers meet the requirements specified by the Contracting Authority. 10. The trademarks, patents or origin, sources or particular processes indicated in the documentation that characterise the origin of materials, equipment and services serve as guidance; the use of “equivalent” materials, equipment and other products is permitted provided that technical parameters equal to or better than those obtained through implementation in accordance with the technical documentation are achieved and provided that their use does not necessitate redesigning the solutions contained in the technical documentation. A Contractor relying on solutions “equivalent” to those described by the Contracting Authority is required to demonstrate that the products and equipment it offers meet the requirements specified by the Contracting Authority. In such a case, a description of the proposed product or equipment, additionally containing its technical parameters and the name of the manufacturer, must be attached to the tender. 11. If the Contractor proposes an equivalent product, this information must be included in the tender (in the technical specification attached to the Tender Form, after column No. 3 has been completed by the Contractor—Annex No. 2 to the SWZ). 12. The Contractor must demonstrate compliance with each of the conditions. Failure to meet any of the conditions will result in the Contractor’s exclusion from the procedure.
