Opportunity description

The subject matter of the contract comprises forest management services as defined in Art. 6 sec. 1 point 1 of the Act of 28 September 1991 on forests (consolidated text: Journal of Laws of 2025, item 567 – the “Forest Act”), including work in the fields of forest cultivation and protection, fire protection, timber harvesting and skidding, nursery management, meadow and agricultural management, game management, secondary forest use and tourism, to be performed in the Suwałki Forest District in 2026. The material scope of the subject matter of the contract comprises the aggregate quantities of work in the Packages resulting from Annex No. 2 to the SWZ.The detailed description of the technology standard for performing individual forestry work (activities), specified in Annex No. 3.1. to the SWZ, and the detailed description of the technology standard for performing nursery management work (activities), specified in Annex No. 3.3. to the SWZ, as well as Annexes Nos. 3.5., 3.7. and 3.9., constitute the basis for determining the quality requirements relating to the elements comprising the subject matter of the contract (Annex No. 2 to the SWZ). If an activity described in the above-mentioned annexes was not provided for in the description of the subject matter of the contract (Annex No. 2 to the SWZ), then the provisions of Annex No. 3.1. to the SWZ or Annexes Nos. 3.3., 3.5., 3.7. and 3.9. to the SWZ shall not apply in this respect. The Parameter Tables contain detailed information concerning the method of performing certain activities described in Annex No. 3.1. to the SWZ, Description of the technology standard for performing forestry work, or in Annexes Nos. 3.3., 3.5., 3.7. and 3.9. to the SWZ, under the specific conditions applicable to a given Package forming part of the subject matter of the contract. The subject matter of the contract has been divided into parts (“Packages”): Package I – forest ranges: Papiernia, Płociczno, Package II – forest ranges:Pijawne, Walne, Package III – Białorogi forest range, Package IV – Bondziszki forest range, Package V – Rutka forest range, Package VI– Szypliszki forest range, Package VII– Zaboryszki forest range, Package VIII– Hańcza forest range, Package IX – Krasnopol forest range, Package X – Nursery Farm. The Contractor may submit a tender for one or more Packages. However, a tender submitted for a given Package must cover the entire scope of work provided for in the SWZ for that Package. The location (forest address) of individual forestry works forming part of the Subject Matter of the Agreement, indicated in the annexes comprising Annex No. 2, is preliminary. The location (forest address) of individual works forming part of the Subject Matter of the Agreement will be specified in the Work Order, provided that it will always be within the Package Performance Area. In justified cases, the Contracting Authority reserves the right to make downward adjustments, upward adjustments, determine new locations, as well as suspend the performance of activities indicated in individual rows of the tables describing the subject matter of the contract. In the event of the mandatory exclusion of an item from harvesting using a mechanised system in particularly justified cases, e.g. a change in the conditions for which the above activities were established, the Contracting Authority permits a change in the timber harvesting technology. The Contractor will be obliged to clear residues from harvesting work from roads, compartment lines, ditches, etc. facilities, as well as other waste resulting from its own operations. The Contractor will be obliged to use biodegradable oil to lubricate cutting systems. The Contracting Authority does not stipulate that only contractors referred to in Art. 94 sec. 1 PZP may apply for the award of the contract. With respect to each Package, the Contracting Authority is entitled to commission the Contractor to perform an additional material scope in relation to each item of the Tender Cost Estimate forming part of the Tender (the “Option”). Work covered by the Option may be commissioned in a quantity whose total value will not exceed 30 % of the Remuneration as at the date of conclusion of the Agreement. The Contracting Authority envisages the possibility of exercising the Option in the event of: (1) the need to increase the material scope of the services constituting the subject matter of the contract as a result of natural, climatic or atmospheric causes or causes related to the proper conduct of forest management, (2) changes in the timber sales market or the assignment of new economic or public tasks to the Contracting Authority, (3) entrusting the Contractor with work constituting substitute performance in relation to work performed by another contractor (within the Package Performance Area). The Contracting Authority envisages the possibility of awarding contracts referred to in Art. 214 sec. 1 point 7) PZP within 3 years from the date of award of the basic contract – the contracts will consist in the repetition of services consistent with the services constituting the subject matter of this contract and services technologically similar to them in terms of their performance; the scope will not exceed 100 % of the value of this contract. Pursuant to Art. 95 PZP, the Contracting Authority requires the Contractor or subcontractor to employ, under an employment relationship, persons performing activities in connection with the performance of the contract consisting in the harvesting and skidding of timber raw material, if the performance of these activities involves performing work in the manner specified in Art. 22 § 1 of the Act of 26 June 1974 – the Labour Code. The Contracting Authority requires a tender security in the amounts specified below for the Packages: for Package I - PLN 17 000,00; for Package II - PLN 12 000,00; for Package III - PLN 5 500,00; for Package IV - PLN 6 500,00; for Package V - PLN 9 500,00; for Package VI - PLN 7 000,00; for Package VII - PLN 6 000,00; for Package VIII - PLN 8 500,00; for Package IX - PLN 9 000,00; for Package X - PLN 14 000,00.
