Poland – Fuels – Supply of diesel fuel, light fuel oil and gasoline to the warehouse of the Municipal Transport Company in Starogard Gdański

Opportunity description

1. The subject of the contract is the supply to the Contracting Authority’s warehouse (except for Part III), i.e.: Municipal Transport Company in Starogard Gdański, ul. Tczewska 20, 83-200 Starogard Gdański: 1) Part I - 540m³ of diesel fuel meeting the requirements of the PN-EN 590 standard by volume at the reference temperature of 15°C. During the winter period, winter diesel fuel must be supplied (standard diesel fuel for which the cold filter plugging point during the winter period lasting from 16 November to the end of February should be max. -20°C in accordance with the PN-EN 590 standard and the Regulation of the Minister of Climate and Environment of 26 June 2024 on quality requirements for liquid fuels (Journal of Laws of 2024, item 1018, as amended)); 2) Part II - 10 m³ of light fuel oil meeting the requirements of the PN-C 96024:2011 standard; 3) Part III - cashless purchase (we allow cashless transactions using fuel cards) of unleaded gasoline meeting the requirements of the PN-EN 228 standard, made directly at the Contractor’s point of sale (fuel station), located within the city of Starogard Gdański (open at least from Monday to Saturday during the hours of at least 06:00 – 16:00), in the amount of 8 m³. Refueling will take place successively into the Contracting Authority’s canisters on the premises of the Contractor’s fuel station. 2. The volume of monthly supplies and the cycle of partial supplies, the date and type of fuel (depending on weather conditions) will each time be specified by the Contracting Authority by e-mail, no later than 48 hours before the delivery date to the Contracting Authority’s warehouse: 1) diesel fuel in the amount of 18-21m³; 2) light fuel oil in the amount of 1m³. 3. The above quantities of diesel fuel and light fuel oil may change depending on the Contracting Authority’s needs within ± 20% of the stated quantity. 4. Each fuel delivery must be accompanied by a certified fuel quality certificate for the release document bearing a number, from the given manufacturer or issued by an authorized laboratory (or a copy thereof, which may be generated in the form of an electronic printout containing the first and last name of the authorized person). Furthermore, the certificate must: 1) comply with the fuel classification; 2) contain the basic data characterizing the fuel supplied; 3) bear the date and control number of the test performed; 4) be issued no earlier than 7 days before delivery; 5) be prepared in Polish or translated into Polish. 5. In the case of the cashless purchase of gasoline, the Contracting Authority will waive the requirement to submit a quality certificate. 6. With each partial delivery (applies to Parts I and II), a fuel sample may be taken from the road tanker for laboratory analysis in an accredited laboratory (applies to a potential complaint). The sample taken should be placed in two identical, labeled and sealed containers, one each for the Contractor and the Contracting Authority. The sample containers shall be provided by the Contractor. 7. If circumstances arise indicating that the fuel quality does not meet the PN-EN 228 standard (applies to retail purchases - Part III), the Contracting Authority will submit an appropriate complaint in accordance with the Contractor’s procedure 2.
