Opportunity description

1. The subject of the contract is the conclusion of a framework agreement for the supply of accommodation equipment – wooden furniture – for Police organizational units and departments. 2. The framework agreement will cover supplies of wooden furniture during the 30-month term of the agreement. 3. The subject of these proceedings includes new furniture meeting the minimum requirements described in Annex No. 6 to the SWZ. 3.1. All requirements specified in Annex No. 6 to the SWZ constitute minimum requirements, and compliance with them is mandatory. Failure to meet the above-mentioned minimum requirements will result in rejection of the tender as non-compliant with the contract conditions pursuant to art. 226 sec. 1 point 5 of the Pzp Act. 4. The proceedings have been divided into 8 lots. The Contractor may submit a tender for one, two, several or all lots of the contract. The Contractor should submit a tender covering the entire range of products constituting the subject of the contract in a given lot (the entire set): lot 1 of the proceedings - set No. 1 - includes the supply of a wardrobe, office cabinet, desk pedestal and desk; the minimum requirements are specified in Annex No. 6 to the SWZ; the maximum quantity is 100 sets, lot 2 of the proceedings - set No. 2 - includes the supply of a wardrobe, office cabinet, desk pedestal and left-hand corner desk; the minimum requirements are specified in Annex No. 6 to the SWZ; the maximum quantity is 100 sets, lot 3 of the proceedings - set No. 3 - includes the supply of a wardrobe, office cabinet, desk pedestal and right-hand corner desk; the minimum requirements are specified in Annex No. 6 to the SWZ; the maximum quantity is 100 sets, lot 4 of the proceedings - set No. 4 - includes the supply of a wardrobe, office cabinet, desk pedestal, desk and printer cabinet; the minimum requirements are specified in Annex No. 6 to the SWZ; the maximum quantity is 100 sets, lot 5 of the proceedings - set No. 5 - includes the supply of a wardrobe, office cabinet, desk pedestal, left-hand corner desk and printer cabinet; the minimum requirements are specified in Annex No. 6 to the SWZ; the maximum quantity is 100 sets, lot 6 of the proceedings - set No. 6 - includes the supply of a wardrobe, office cabinet, desk pedestal, right-hand corner desk and printer cabinet; the minimum requirements are specified in Annex No. 6 to the SWZ; the maximum quantity is 100 sets, lot 7 of the proceedings - set No. 7 - includes the supply of an 80 sink cabinet, an 80 wall-mounted kitchen cabinet, a 60 base kitchen cabinet, a 60 wall-mounted kitchen cabinet, and a dining table with four chairs; the minimum requirements are specified in Annex No. 6 to the SWZ; the maximum quantity is 50 sets, lot 8 of the proceedings - set No. 8 - includes the supply of a conference table with six chairs; the minimum requirements are specified in Annex No. 6 to the SWZ; the maximum quantity is 50 sets. 5. The Contracting Authority anticipates concluding a framework agreement with three Contractors in each lot of the proceedings whose tenders prove to be the most advantageous among all tenders submitted, after points have been awarded in accordance with the tender evaluation criteria specified in Chapter XVIII of the SWZ. 6. Accessibility requirements for persons with disabilities. With regard to the condition specified in art. 100 of the Pzp Act concerning accessibility for persons with disabilities, as referred to in Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014 on public procurement (OJ EU L No. 94, p. 65), the Contracting Authority has included the required product characteristics, including adaptation to the needs of all users, in the description of the subject of the contract. 7. Requirements concerning employment based on an employment relationship. There are no activities connected with performance of the contract involving the performance of work in the manner specified in art. 22 § 1 of the Act of 26 June 1974 – Labour Code (Journal of Laws of 2025, item 277, as amended). 8. Permissibility of subcontractor participation: The Contractor may entrust performance of the contract to subcontractors. The Contracting Authority does not reserve the obligation for the Contractor to personally perform key parts of the contract. Where the subject of the contract is performed using subcontractors, the Contracting Authority requires the Contractor to indicate those parts of the contract that it intends to entrust to subcontractors and to provide the names of the proposed subcontractors (Part II, Section D of the JEDZ document) – insofar as they are known to it at this stage. Contract amendments Chapter XXII of the SWZ. Tender validity period until 28.12.2026. THE TENDER MUST INCLUDE: 6.1. Annex No. 1 to the SWZ – tender form (completed and signed) in electronic form bearing a qualified electronic signature, 6.2. Annex No. 3 to the SWZ – JEDZ (completed to the extent indicated by the Contracting Authority, current as of the tender submission date and signed) in electronic form bearing a qualified electronic signature, 6.3. Annex No. 4 to the SWZ - declaration of not being subject to sanctions, arising from the EU regulation concerning art. 5k of Regulation 833/2014 (completed and signed) in electronic form bearing a qualified electronic signature, 6.4. Annex No. 6 to the SWZ – declaration constituting subject-matter evidence referred to in Chapter VI of the SWZ (completed and signed) in electronic form bearing a qualified electronic signature. Description of the method of preparing the tender Chapter XII of the SWZ. The Contracting Authority does not anticipate applying the procedure referred to in art. 139 of the Pzp Act, the so-called “reverse procedure”. The Contracting Authority requires all contractors to submit the JEDZ together with the tender. lot 1 of the proceedings - set No. 1 - includes the supply of a wardrobe, office cabinet, desk pedestal and desk; the minimum requirements are specified in Annex No. 6 to the SWZ; the maximum quantity is 100 sets. The Contracting Authority anticipates the following procedure for concluding a specific contract and awarding a public contract: 1) If a framework agreement is concluded with several Contractors, the contract will be awarded by inviting all Contractors with whom the Contracting Authority has concluded a framework agreement to submit tenders, in accordance with the rules specified in art. 314 sec. 1 point 3 of the Public Procurement Law. The Contracting Authority will award the contract and conclude a specific contract with the Contractor that obtains the highest number of points, taking into account the tender evaluation criterion – price 100%. A Contractor's tender containing: a) net unit prices for the equipment higher than the maximum prices specified in the tender submitted by the Contractor under the proceedings for conclusion of the framework agreement, b) a warranty period shorter than that specified in the tender submitted by the Contractor under the proceedings for conclusion of the framework agreement, c) parameters of the offered equipment inferior to the requirements specified in the description of the subject matter of the contract contained in Annex No. 1 to the framework agreement will not be considered. 2) If the framework agreement has been concluded with only one contractor, the Contracting Authority will issue an invitation to submit a tender in accordance with the rules specified in sec. 1). 3) In the invitation to submit tenders referred to in sec. 1) and sec. 2), the Contracting Authority will specify the subject (e.g. set No. 1), quantities and delivery deadline, as well as the specific-tender validity period. The Contractor will indicate the price for delivery of the equipment. The equipment must meet the requirements specified in Annex No. 1 to the framework agreement. 4) If the Contracting Authority has reservations concerning the technical parameters of the offered equipment, or if the Contractor has offered different equipment with parameters and accessories no worse than those specified in the tender submitted by the Contractor under the proceedings for conclusion of the framework agreement, the Contracting Authority reserves the right to request documents confirming that the offered supplies meet the requirements in order to verify them. 5) Each time, the Contracting Authority will invite all Contractors with whom it has concluded a framework agreement to submit tenders for performance of the specific contract. 6) Invitations to submit tenders for performance of the specific contract will be sent by e-mail to the Contractor's electronic mailbox …………...............................................………………………….. In particular, the price includes the costs and fees associated with delivery of the subject of the contract, transport and insurance charges, loading, unloading, assembly and placement of the subject of the contract in accordance with the Contracting Authority's requirements, removal of packaging at the supplier's expense, remedying at the supplier's expense any damage arising during performance of the contract if private or public property is damaged / destroyed as a result of improper action or negligence on the part of the Contractor, and the documentation necessary for normal use, maintenance and repair of the subject of the contract. 9) The delivery location / delivery locations of the Police departments and organizational units of the Lower Silesian garrison will be indicated to the Contractor together with the invitation to submit a tender. 10) The deadlines for performing specific contracts under individual invitations will be indicated in the specific contract and will be determined depending on the type and quantity of equipment. 11) The Contracting Authority will conclude a specific contract with the Contractor that offers the lowest price for performance of the subject of the contract.
