Poland – Heat pumps – Purchase and installation of a heat pump in the building of the Social Welfare Home in Rzadkowo

Opportunity description

1. The subject matter of the contract is the supply and installation of heat pumps together with the necessary infrastructure for the Social Welfare Home in Rzadkowo. 1.1. The contract includes the performance of installation, hydraulic and electrical works and the integration of the system with the existing photovoltaic and central heating installations, including: 1) purchase and installation of an air-to-water heat pump with a capacity of 17.4 kW – 3 units, 2) purchase and installation of cascade control automation – 1 unit, 3) purchase and installation of a domestic hot water storage tank – 2 units, 4) purchase and installation of a buffer tank – 1 unit, 5) purchase and installation of an immersion heater – 1 unit, 6) purchase and installation of a heater for the domestic hot water storage tank – 2 units, 7) purchase and installation of a mounting console – 3 units, 8) purchase and installation of a brass three-way valve – 3 units, 9) purchase and installation of a valve actuator – 3 units, 10) purchase and installation of an electronic circulation pump – 3 units, 11) purchase and installation of a temperature sensor – 5 units. 1.2. The contract includes the integration of the system with the existing central heating installation – the gas boiler room. The Contractor shall perform all necessary preparatory work (e.g. construction of foundations). 1.3. A detailed description of the subject matter of the contract is contained in Appendix No. 3 to the SWZ. 2. THE PROJECT ENTITLED “Purchase and installation of a heat pump in the building of the Social Welfare Home in Rzadkowo” WAS CO-FINANCED FROM THE FUNDS OF THE PROVINCIAL FUND FOR ENVIRONMENTAL PROTECTION AND WATER MANAGEMENT IN POZNAŃ IN THE FORM OF A GRANT IN THE AMOUNT OF 291 733,61 ZŁ. 3. The Contracting Authority requires the Contractor to conduct a site visit: 1) submission of a tender must be preceded by a site visit, 2) place of the site visit: Social Welfare Home in Rzadkowo, ul. Szybowników 50, Rzadkowo, 64-810 Kaczory, 3) the site visit is possible by prior arrangement, on the following days: Monday to Friday from 7:00 to 15:00, 4) to arrange a site visit, please contact Ms Ewa Barteczka, tel. 536 596 146 or by e-mail: sekretariat@dpsrzadkowo.pl. Information confirming completion of the site visit will be prepared following the site visit – the template constitutes Appendix No. 8 to the SWZ, 5) submission of a tender without completing a site visit will result in rejection of the tender. 4. In order to confirm that the offered supply meets the requirements specified by the Contracting Authority in Appendix 3 to the SWZ, the Contracting Authority requires the following item-specific evidence to be submitted with the tender: a document confirming compliance with the heat pump parameters specified in the technical specification, e.g. a technical data sheet, energy label, certificates or a declaration from the pump manufacturer. If the Contractor has not submitted the item-specific evidence or the submitted item-specific evidence is incomplete, the Contracting Authority will request its submission or supplementation within a specified time limit. 5. Warranty period and statutory warranty for defects for the subject matter of the contract: min. 5 years. The warranty and statutory warranty period for the subject matter of the contract constitutes a tender evaluation criterion in accordance with point 16 of the SWZ. 6. The requirements concerning the subject matter of the contract specified in the SWZ and Appendix No. 3 to the SWZ – Description of the subject matter of the contract, are minimum requirements. The Contracting Authority permits the offering of a subject matter of the contract with better parameters. 7. The supplied equipment must be brand new, unused and not displayed at exhibitions or trade fairs; it must meet the Contracting Authority’s requirements specified in Appendix No. 3 to the SWZ. The subject matter of the contract must be technically operational, complete and ready for use. The supplied equipment must be accompanied by the relevant documents/certificates confirming compliance with all applicable standards and guidelines that the above-mentioned subject matter of the contract should meet before being approved for use, as well as warranty cards and operating instructions in Polish – if the equipment has them. 8. If the documents describing the subject matter of the contract contain manufacturers’ names, they serve to define the desired standard of contract performance. The Contractor may offer an equivalent subject matter of the contract corresponding at least to the parameters of the indicated equipment. 9. Pursuant to Art. 101(4) of the Pzp Act, the Contracting Authority permits equivalent standards, technical assessments, technical specifications and technical reference systems. 10. The Contractor undertakes to bear the costs of transport, unloading and insurance until acceptance. 11. The Contractor assumes full responsibility for any violations of law and damage that may arise in connection with the performance of the contract. 12. The Contractor should have a sanitary works manager at its disposal. The selected Contractor shall provide the manager’s details to the Contracting Authority before conclusion of the contract. 13. The Contracting Authority does not specify the requirements referred to in Art. 95 of the Pzp Act. Procedure: open. Estimated value: 395,303 PLN.
