Opportunity description

The subject matter of the contract includes: Development of green areas in two locations: 1.1. a naturalistic park green area at Miśka Street in Legnica. The park greenery at Miśka will involve carrying out a series of earthworks, i.e. comprehensive horticultural services comprising:  preparation of the site by removing self-seeded plants and unwanted vegetation,  performance of agrotechnical work and improvement of the substrate quality,  local shaping of the land surface to the extent necessary to implement the landscape design,  planting of low, medium and tall greenery,  establishment of a flower meadow, recreational clearings and flower beds,  performance of maintenance treatments (mulching, watering),  tidying the site after completion of the work. The scope of work includes the purchase of plant material and horticultural materials. 1.2. planting and establishment of a rose garden in the historic Municipal Park under the supervision of a heritage conservation officer. Performance of horticultural services in the historic Municipal Park through the establishment of the “Rose Garden” and the so-called “Chinese Hollow” on the basis of the detailed planting design. The task consists of performing horticultural services in a historic area, comprising:  carrying out planting in accordance with the design documentation,  preparing the substrate for planting and creating beds and compositional arrangements,  creating new grass surfaces and revitalising existing surfaces,  securing the site before work begins, including constructing temporary access roads and dismantling the aforementioned protective measures after completion of the work,  tidying the site after completion of the task,  performing maintenance treatments (mulching, watering),  ensuring supervision over planting quality. The work will be carried out taking conservation requirements into account. The Contracting Authority provides for cancellation of the procedure if the public funds it intended to allocate to finance all or part of the contract have not been awarded. A naturalistic park green area at Miśka Street in Legnica. The intention is the horticultural development of the properties: No. 6, Bartoszów precinct, and No. 31, Nowiny precinct, in Legnica, with an area of 3.7 ha, which comprise synanthropic green areas, partially developed from the side of Miśka Street. The task includes: 1. Shaping and levelling the terrain and cultivating the substrate – using construction equipment. 2. Purchase and planting of tall, medium and low greenery, carried out on the basis of the development concept and the Contracting Authority’s recommendations. 3. Establishment of recreational clearings and a flower meadow. 1. Terrain shaping The scope of work will include shaping approximately 2 ha of land. Local elevations/hills up to 1 m and a gentle bowl-shaped depression are planned in order to create a landscaped space. The terrain will be formed using existing and supplied material. The Contracting Authority states that concrete elements are present within the area covered by the development. The landscape effect will be subtle and visually attractive. The hills will become places for sunbathing, organising picnics, cycling and winter sledding. 2. Greenery. The following will be introduced as part of the task: • 120 trees; • 520 shrubs; • 1,750 perennials, grasses, dwarf shrubs and ferns; • 220 ornamental plant bulbs; • 1 ha of lawn; • 500 m2 of flower meadow; • 2 perennial beds. Tall greenery is planned along existing traffic routes in the form of rows, as well as in rounded planting forms and clusters. In addition, a cherry orchard with companion planting in the form of a perennial flower meadow will be established as part of the task – the species composition is provided in the task description. The Contracting Authority will require plant material of the highest health quality. All supplied plants and materials will be subject to verification. The Contracting Authority reserves the right to reject supplied horticultural materials, including plants, if their quality raises doubts or differs significantly from that specified in the requirements. The planting method is specified in the “Planting Guidelines”. The aim is to use trees and shrubs to create landscape groups, park interiors, rows and, in the north-eastern part of the area, an urban orchard with an understory of flower meadow. The selection of shrub species was dictated by the intention to create screening belts of isolating greenery. The task is intended to create naturalistic zones, including, among other things, a partially evergreen grove with an area of approximately 650 m2, with a varied forest-type understory beneath the tall greenery layer, comprising ferns, liverwort, lily of the valley and wood anemone. In addition, fruit-bearing shrubs will be introduced throughout the plots to provide food for birds. The purpose of developing the green area at Miśka Street in Legnica is to create biocenotic habitats dedicated to fauna. Shrub planting is planned in homogeneous and mixed clusters. Dwarf shrubs, perennials and other herbaceous plants will provide the greatest seasonal variation and decorative value in the new landscaped green area. The proposed perennials will create flower expanses of various heights and colours in the form of two dominant perennial beds. Scattered planting of shrubs and perennials is also planned. The planting work will conclude with abundant watering of the planted vegetation. Natural, unpaved traffic routes will be retained as part of the task. The task does not provide for sealing the substrate or cutting down existing trees. However, the task includes clearing the area of self-seeded willows, boxelder maples and black locust suckers, etc. Material resulting from the clearing must be shredded and used to mulch the land surface. Pedestrian and vehicular routes, also used for technical maintenance of the area, will remain unpaved. 3. Clearings. Two recreational clearings are planned within the area covered by the development. Each clearing will have an area of approximately 0.5 ha. The lawns are to be established by sowing a sports grass mixture. Within the available funds, the task provides for the installation of nesting boxes for birds and bats and insect houses as a supplementary task. After completion of the horticultural work, the site must be tidied, including: removing remaining materials and generated waste and levelling the surface, i.e. removing ruts. Similar contracts for part 1: 1. The scope of similar contracts will include: performance of horticultural services, services related to levelling and cultivation of the substrate, creation of grass surfaces and flower meadows, planting services, including bed planting and the planting of tall and medium greenery, services consisting of maintaining plantings and establishing and installing ecological habitats, i.e. insect houses, etc. 2. Value of similar contracts. The total value of similar contracts will not exceed 50% of the value of the basic contract. 3. Similar contracts may be awarded during the performance period of the basic contract and for up to 3 years after its award. The scope of similar contracts is set out in §19 of the Draft Contract, Chapter 3. * The detailed description of the subject matter of the contract is contained in the annexes to the IDW: in Chapter 3 of the SWZ, the draft contract with annexes, and in Chapter 4 – Documentation. The conditions for amendments to the contract are contained in Chapter 3, Draft Contract, and Annex No. 4 to the contract. Planting and establishment of a rose garden in the historic Municipal Park under the supervision of a heritage conservation officer. Task: Establishment of the Rose Garden in the historic Municipal Park, implemented as part of the task entitled: Enhancement of the Natural and Aesthetic Qualities of Urban Greenery in Legnica”. The intention is to provide comprehensive horticultural services involving the assembly, purchase and delivery of horticultural materials and plants for the creation of a rose garden – the selection of plant species is listed in the descriptive section. • Area covered by the study: approximately 0.91 ha. • The task consists of carrying out horticultural work. • The task does not include installing small architectural elements or carrying out construction work. The following must be performed as part of the task: • securing or marking the area where the work will be carried out; • constructing temporary technological roads and protecting the grass surface against damage; • protecting existing trees and greenery for the duration of the work; • designating an area/surface for unloading; • performing comprehensive horticultural services consisting of preparing plots for vegetation; for this purpose, improving the substrate by removing the turf and introducing and mixing horticultural substrate containing vermicompost, expanded clay and sand with the existing substrate; • purchasing and planting plants; • mulching; • watering the plants; • tidying the site after completion of the work.  The supply of energy and water is the Contractor’s responsibility.  The Contractor is responsible for purchasing plant material and the materials needed to perform the task, protecting mineral pathways and grass surfaces against damage/destruction, carrying out horticultural work involving earthworks and planting, mulching the beds and watering the plants. The intention is to create a geometric, precise rose garden based on a design in the historic Municipal Park under the supervision of a heritage conservation officer. Accordingly, the Contractor is required to meet the conditions for commencing performance of the task and the conditions laid down in Article 37a of the Act of 23 July 2003 on the Protection and Care of Historic Monuments (Journal of Laws of 2024, item 1292, as amended). The “Rose Garden” and the so-called “Chinese Hollow” are planned in the historic Municipal Park on the basis of the detailed planting design. I hereby state that the following were adopted as the conditions for performing the work: • Soil category: III • Waste transport distance: 10 km • Organic waste transport distance: 10 km • No own resources of fertile soil • The design makes full use of the natural terrain. • The entire layout covered by the study is regular in character and refers to historic layouts • Planting maintained in the geometric style of the 1920s • The layout uses certified rose species resistant to fungal diseases • Lawns to be restored – to a high standard, understood as revitalisation of the site after completion of planting. Within the planned funds, the Contracting Authority permits the commissioning of additional, supplementary horticultural or other services listed in the planting design for the 2018 task: Revitalisation of the Historic Municipal Park in Legnica”, i.e.: planting tall, medium and low greenery, creating grass surfaces, carrying out revitalisation work, creating bordered planting plots, dismantling and reinstalling additional elements, e.g. existing benches, performing formative and maintenance pruning of existing greenery, etc. After completion of the work, the following must be done: water the plants abundantly, including newly established and revitalised lawns; tidy the site, including: remove remaining material and generated and excavated waste; level the surface, i.e. remove ruts, etc. * The Contracting Authority provides for the possibility of awarding contracts consisting of the repetition of similar services referred to in Article 214(1)(7) of the Public Procurement Law. Similar contracts: 1. The scope of similar contracts will include additional, supplementary horticultural or other services listed in the planting design for the 2018 task: Revitalisation of the Historic Municipal Park in Legnica”, i.e.: planting tall, medium and low greenery, creating grass surfaces, carrying out revitalisation work, creating bordered planting plots, dismantling and reinstalling additional elements, e.g. existing benches, performing formative and maintenance pruning of existing greenery, etc.” 2.
