Opportunity description

The subject matter of the contract includes the design and execution of the reconstruction, modernization and adaptation of pavilions Nos. 3, 4, 5, 9, 10 and 17, together with installations, site development and preparation of the facilities for the installation of fixed equipment necessary for the functioning of the organizational units. The implementation of the investment, while preserving the historical and architectural values of the pavilions entered in the register of monuments and the historical and spatial values of the entire hospital complex, is intended to improve the technical condition and functionality of the facilities, increase the availability of psychiatric services and achieve the minimum, measurable material outputs indicated in the PFU. The implementation of the project must be planned sequentially, ensuring continuity of the activities of the organizational units to the greatest extent possible. The Contractor is obliged to develop a preliminary concept for phasing the works, together with the specification of the necessary buffer solutions enabling the temporary relocation of medical functions, while maintaining the safety of patients and personnel. The scope of the contract includes: 1) development of a multidisciplinary functional and spatial concept; 2) development of complete design documentation, including a conservation works program, 3) obtaining the required arrangements, opinions, rulings and administrative decisions, including a building permit decision, a permit from the Lubuskie Voivodeship Conservator of Monuments and others required by law, 4) execution of construction works together with installations, 5) execution of conservation works, if required by the decision of the Lubuskie Voivodeship Conservator of Monuments, 6) execution of site development, including all necessary connections and reconstruction of technical infrastructure, 7) delivery, installation and commissioning solely of fixed, built-in, installation and technological equipment and devices necessary for the proper functioning of the facilities, insofar as they have been indicated in the PFU or result from the approved design documentation (the purchase of movable equipment, movable furniture, medical apparatus and medical equipment does not constitute the subject matter of the contract), 8) conducting tests, measurements, commissioning and personnel training, 9) preparation of as-built documentation, 10) notifying the competent authorities of the completion of the construction works and obtaining an occupancy permit. The Contracting Authority provides for contracts referred to in Article 214(1)(7) of the PZP Act. During the period of 3 years from the date of award of the basic contract, the Contracting Authority provides for the possibility of awarding a contract consisting in the repetition of similar services or construction works, consistent with the subject matter of the basic contract and amounting to no more than PLN 30,000,000.00 net (in words: thirty million zlotys). A condition for awarding a contract consisting in the repetition of similar contracts is the circumstance that: - the existing contractor will ensure a standard of performance of the new contract no worse than that of the basic contract, - the existing contractor will accept the essential terms of the existing contract, - the Contracting Authority will conduct negotiations with the existing contractor under the contract award procedure specified in Article 213 et seq. of the PZP Act, as a result of which, in particular, the remuneration and the deadline for performing such a contract will be agreed. The procedure is conducted in compliance with the “Do No Significant Harm” (DNSH) principle referred to in Article 17 of Regulation (EU) 2020/852 of the European Parliament and of the Council and in accordance with Article 5(2) of Regulation (EU) 2021/241 of the European Parliament and of the Council establishing the Recovery and Resilience Facility. The Contractor is obliged to develop the design documentation and carry out the construction works in a manner ensuring that the investment has no significant adverse impact on the environmental objectives set out in Article 9 of Regulation (EU) 2020/852.
