The subject of the contract is the winter maintenance of roads within the city of Konin. The Contracting Authority permits the submission of partial tenders covering: Winter maintenance of roads within the city of Konin, Part I–Part VI. The Contractor may submit tenders for all parts of the contract. Details concerning the individual scopes of work are contained in the price forms for Parts I, II, III, IV, V, VI (Appendix No. 4 to the SWZ) and in the technical specifications constituting Appendix No. 9 to the SWZ. The detailed location of places maintained during winter maintenance is available after logging in at https://miastokonin.lp-portal.pl using the login przetarg and password przetarg01. The scope and conditions for performing services during winter road maintenance – according to Appendix No. 8 to the SWZ (Appendix No. 2 to the contract). The list of roads and streets covered by winter maintenance – according to Appendix No. 7 to the SWZ (Appendix No. 3 to the contract). Contract performance period for Parts I, II and III: from 15.11.2026 to 31.03.2027. Parts IV and V: from 1.12.2026 to 28.02.2027. Part VI: from 15.11.2026 to 15.03.2027. Winter maintenance under the task consists in reducing the effects of weather conditions associated with the winter period to standard I. The price for the service includes both types of road maintenance (i.e. passive and active work). The start of the settlement day is deemed to be the commencement of work by the equipment on the given part. The settlement day may include multiple work interruptions or periods of active equipment operation filling those 24h. Remuneration for carrying out 1km of an operation will result from bringing the surface to the so-called “black wet” condition within a time consistent with the conditions and includes: 1. Keeping equipment ready to perform work covered by winter maintenance, carrying out dispatcher duties related to winter road maintenance, and patrolling roads. Street snow-removal equipment, i.e. carriers, must be equipped with an integrated GPS/GPRS module with sensors enabling telemetric data transmission. The GPS/GPRS module must remain operational throughout the term of the contract, and the website used to verify their work must be available during the term of the contract and for one year after the contract ends. 2. Ongoing removal of slipperiness from roadways, bus bays and car parks (each use of sand or a sand-and-salt mixture only after prior approval by the “Contracting Authority”). 3. Ongoing removal from roadways, bus bays and car parks of snow accumulating during snowfall so as to maintain the road to the specified standard, and, after the snowfall has ceased, removal of snow from shoulders and parking bays of directly adjacent car parks (each use of sand or a sand-and-salt mixture only after prior approval by the “Contracting Authority”). 4.
