Opportunity description

1. The subject of the contract is construction work concerning the construction of traffic lights at the intersection of Zaborowska-Witosa-Korfantego streets and the reconstruction of the existing traffic lights at the intersection of Kopernika-Kilińskiego-Grodzka-Sienkiewicza streets, divided into lots: 1) Lot No. 1 - Construction of traffic lights at the intersection of Zaborowska-Witosa-Korfantego streets. 2) Lot No. 2 – Reconstruction of traffic lights at the intersection of Kopernika-Kilińskiego-Grodzka-Sienkiewicza streets. 2. The Contracting Authority permits the submission of tenders for individual lots. The subject of the contract has been divided into two lots. Tenders may be submitted for all lots. 3. Description of the subject of the contract for Lot No. 1 – Construction of traffic lights at the intersection of Zaborowska-Witosa-Korfantego streets: 1) installation of a traffic light controller, 2) installation of new masts, poles and cantilever structures, 3) construction of cable ducts with the installation of cable chambers, 4) execution of transverse jacking beneath the roadway, 5) laying signal cables for signal heads, cameras, pedestrian push buttons and audible signal devices, 6) installation of signal heads on masts and cantilever structures, 7) installation of detection cameras on masts and cantilever structures, 8) installation of pedestrian push buttons, 9) connection of cables in the traffic light controller, 10) performance of installation verification measurements and commissioning of the traffic light controller, 11) widening of the existing path with a bituminous surface, 12) implementation of permanent traffic organization in accordance with the approved SOR design. 4. Description of the subject of the contract for Lot No. 2 - Reconstruction of traffic lights at the intersection of Kopernika-Kilińskiego-Grodzka-Sienkiewicza streets: 1) installation of new masts, poles and cantilever structures, 2) construction of cable ducts with the installation of cable chambers, 3) execution of transverse jacking beneath the roadway, 4) laying signal cables for signal heads, cameras, pedestrian push buttons and audible signal devices, 5) installation of signal heads on masts and cantilever structures, 6) installation of detection cameras on masts, 7) installation of pedestrian push buttons, 8) connection of cables in the traffic light controller, 9) performance of installation verification measurements and commissioning of the traffic light controller, 10) road works, including, inter alia, reconstruction – widening of the existing roadway, reconstruction – widening of existing pedestrian and bicycle paths, renovation – repaving of the existing surface, renovation of ordinary access roads and the parking bay, renovation of existing street inlets, renovation of the roadway’s asphalt surface, grass seeding, 11) implementation of permanent traffic organization in accordance with the approved SOR design. 5. Additionally, the subject of the contract for each lot includes the following activities: 1) preparation of a traffic organization design for the duration of the works, together with obtaining the required opinions and approval, and its implementation for the duration of the works, taking into account pedestrian and bicycle traffic within the crossings being modernized, 2) preparation of an as-built geodetic survey, 3) preparation of as-built documentation, including a statement of the lengths and areas of the individual constructed and reconstructed elements of the road right-of-way infrastructure, performance of all other accompanying works necessary to complete the subject of the contract, in particular those specified in the design documentation, the technical specifications for the execution and acceptance of the works, bills of quantities and trade-specific arrangements, 4) protection of existing underground utilities against damage, 5) before commencing the works, protective zones must be designated for all trees within the boundaries of the works being carried out (permanently marked in the field; they may, for example, be fenced off); the diameter of the zone should be determined in accordance with current dendrological knowledge, based on the tree species and their health condition. Earthworks or other activities performed using mechanical equipment or devices within the root ball and tree canopy or low-growing vegetation should be carried out in a manner causing the least harm to trees and shrubs. The works must be carried out with particular care so as not to damage tall and low-growing vegetation, including its root system and canopy. If necessary, tree trunks must be protected against damage with guards. Funding for the performance of this contract was obtained from the Second Edition of the Swiss Financial Assistance for selected Member States of the European Union, aimed at reducing socioeconomic disparities within the European Union, and from the state budget under the Polish-Swiss City Development Programme. The Contracting Authority does not provide for the possibility of selecting the most advantageous tender with the possibility of conducting negotiations. Pursuant to Article 257(1) of the Pzp Act, the Contracting Authority provides for the possibility of cancelling these proceedings if the public funds that the Contracting Authority intended to allocate to financing all or part of the contract have not been granted to it.
