Opportunity description
The subject matter of the contract is the provision of a comprehensive supply and services consisting in adapting 142 heating substations in Opole to the requirements of the AI System. This procurement procedure constitutes part 2 of the investment task entitled “Digitalisation of the district heating network belonging to Energetyka Cieplna Opolszczyzny Spółka Akcyjna with its registered office in Opole". A detailed Description of the subject matter of the contract is presented in Part III of the SWZ, as well as resulting from the PPU (Part II of the SWZ) and the Feasibility Study (Part III of the SWZ). The subject matter of the contract does not include the supply, implementation or commissioning of an artificial intelligence system, predictive systems or analytical platforms. The contract covers only modernisation work on heating substations aimed at ensuring their readiness for future integration with such systems. The supply includes in particular: analysis and inventory of the existing condition of the substations, performance of technical assembly, installation and configuration work, supply and installation of automation components, control and measurement instrumentation (AKPiA), communication and telemetry devices, configuration and integration of devices to the extent necessary to ensure readiness for cooperation with the AI System, performance of functional tests and commissioning of local systems, preparation of as-built documentation. The services are ancillary to the main supply. The subject matter of the contract does not include construction works requiring administrative decisions (building permits) or the performance of works within the meaning of the Construction Law Act and in light of the Pzp Act. The Contractor is obliged to perform the contract in accordance with applicable standards and technical regulations, principles of technical knowledge, and the requirements specified in all parts of the SWZ, including the OPZ and PPU.
