Opportunity description

The subject matter of the contract is the supply of coagulation factor VIII concentrate (plasma-derived or recombinant) in order to ensure continuity of treatment for patients with haemophilia A – hereinafter “coagulation factor”, with the availability category Rp or Rpz, to the Regional Blood Donation and Blood Treatment Centres (hereinafter RCKiK) indicated by the National Blood Centre (hereinafter NCK), under the terms specified in this SWZ. 1. The subject matter of the contract is the supply of coagulation factor VIII concentrate (plasma-derived or recombinant) in order to ensure continuity of treatment for patients with haemophilia A – hereinafter “coagulation factor”, with the availability category Rp or Rpz, to the Regional Blood Donation and Blood Treatment Centres (hereinafter RCKiK) indicated by the National Blood Centre (hereinafter NCK), under the terms specified in this SWZ. 2. Total quantity (purchase volume): 20 000 000 IU. 3. Dose proportions – in accordance with the SWZ. 4. The coagulation factor concentrate must be supplied together with a set enabling its administration. 5. When selecting the most advantageous tender, the Contracting Authority reserves the right to reduce the purchase of the medicinal product, but by no more than 20% of the aforementioned subject matter of the contract, if the amount allocated for performance of the contract is exceeded or objective and justified needs arise, in particular changes in demand among patients. 6. The purchase is carried out under the health policy programme of the minister competent for health entitled “National Programme for the Treatment of Patients with Haemophilia and Related Bleeding Disorders for 2024-2028”, which covers deliveries of the aforementioned medicinal products to Regional Blood Donation and Blood Treatment Centres and/or other entities indicated by the National Blood Centre in Warsaw. 7. The Contracting Authority reserves the right to cancel the procedure or withdraw from the contract without compensation for the Contractor, with ex nunc effect, if at least one of the following conditions occurs: 7.1. The National Blood Centre does not receive funding for implementation of the health policy programme entitled “National Programme for the Treatment of Patients with Haemophilia and Related Bleeding Disorders for 2024-2028” in the anticipated year of contract performance, in full or in a portion sufficient to perform the contract. 7.2. The Minister of Health decides not to modify the programme, to modify the programme, to discontinue or suspend implementation of the “National Programme for the Treatment of Patients with Haemophilia and Related Bleeding Disorders for 2024-2028”, or amends the content of the programme resulting in the removal of the medicinal product that is the subject matter of the contract/agreement. 8. Pursuant to Article 256 of the Pzp Act, the Contracting Authority may cancel the contract award procedure before the deadline for submission of tenders, as applicable, if circumstances have arisen causing further conduct of the procedure to be unjustified. 9. In accordance with Article 257 of the Pzp Act, the Contracting Authority may cancel the contract award procedure if the public funds that the Contracting Authority intended to allocate to finance all or part of the contract have not been granted to it. 10. The distribution list of Direct Recipients for whom the purchase in question is being made, together with the aforementioned ordered quantity of the subject matter of the contract required to be purchased for the uninterrupted implementation of the Minister of Health’s health policy programme entitled “National Programme for the Treatment of Patients with Haemophilia and Related Bleeding Disorders for 2024-2028”, will be provided, after the contract is signed, to the selected Contractor by the National Blood Centre within a time limit agreed with the Contractor, in accordance with the reported current demand. 11. The contract must be performed in accordance with the requirements specified in the SWZ and in the Draft Contractual Provisions. Procedure: open.
