Opportunity description

The subject matter of the contract is the supply of coagulation factor VII concentrate to ensure continuity of treatment for patients with factor VII deficiency—hereinafter “coagulation factor”—to direct recipients designated by the National Blood Centre (hereinafter NCK) or another authorised entity—the Regional Blood Donation and Blood Treatment Centres (hereinafter RCKiK), under the terms specified in the SWZ. 1. The subject matter of the contract is the supply of coagulation factor VII concentrate to ensure continuity of treatment for patients with factor VII deficiency—hereinafter “coagulation factor”—to direct recipients designated by the National Blood Centre (hereinafter NCK) or another authorised entity—the Regional Blood Donation and Blood Treatment Centres (hereinafter RCKiK), under the terms specified in the SWZ. 2. Total quantity (purchase volume): 480 000 IU. 3. Dose proportions in each delivery—in accordance with the SWZ. 4. The coagulation factor concentrate must be supplied with a set enabling its administration. 5. When selecting the most advantageous tender, the Contracting Authority reserves the right to reduce the purchase of the medicinal product, but by no more than 20% of the above-mentioned subject matter of the contract, if the amount allocated for performance of the contract is exceeded or if objective and justified needs arise, in particular a change in demand among patients. 6. The purchase is carried out under the health policy programme of the minister responsible for health entitled “National Programme for the Treatment of Patients with Haemophilia and Related Bleeding Disorders for 2024–2028”, which includes deliveries of the above-mentioned medicinal products to the Regional Blood Donation and Blood Treatment Centres and/or other entities designated by the National Blood Centre in Warsaw. 7. The Contracting Authority reserves the right to cancel the procedure or withdraw from the contract without compensation to the Contractor, with ex nunc effect, if at least one of the following conditions occurs: 7.1. The National Blood Centre does not receive funding to implement the health policy programme entitled “National Programme for the Treatment of Patients with Haemophilia and Related Bleeding Disorders for 2024–2028” in the anticipated year of contract performance, either in full or in a portion sufficient to perform the contract. 7.2. The Minister of Health decides not to modify the programme, to modify the programme, to discontinue or suspend implementation of the “National Programme for the Treatment of Patients with Haemophilia and Related Bleeding Disorders for 2024–2028”, or amends the programme in a manner resulting in the removal of the medicinal product that is the subject matter of the contract/agreement. 8. Pursuant to Article 256 of the Pzp Act, the Contracting Authority may cancel the public procurement procedure before the deadline for submission of tenders, as applicable, if circumstances have arisen which make further conduct of the procedure unjustified. 9. Pursuant to Article 257 of the Pzp Act, the Contracting Authority may cancel the public procurement procedure if the public funds that the Contracting Authority intended to allocate to finance all or part of the contract have not been awarded to it. 10. The distribution list of Direct Recipients for whom the purchase is being made, together with the above-mentioned ordered quantity of the subject matter of the contract required to be purchased in order to ensure uninterrupted implementation of the Minister of Health’s health policy programme entitled “National Programme for the Treatment of Patients with Haemophilia and Related Bleeding Disorders for 2024–2028”, will be provided to the selected Contractor by the National Blood Centre after the contract has been signed, within a timeframe agreed with the Contractor, in accordance with the currently reported demand, no later than 2 (two) working days before the planned delivery date to the Direct Recipients and, in exceptional cases, on the day of that delivery. 11. The contract must be performed in accordance with the requirements specified in the SWZ and in the Draft Contractual Provisions. Procedure: open.
