Opportunity description

I. SUBJECT MATTER OF THE CONTRACT: The subject matter of the contract is the purchase of equipment for the Customs Laboratory as part of the implementation of the project “Strengthening the analytical capacity of customs laboratories for the security of external borders and the implementation of European Union policies”, project No 101181558 — PL-LAB-CCEI23, under the Financial Support Instrument for Customs Control Equipment CCEI (Customs Control Equipment Instrument) – CCEI for the Central Customs and Tax Laboratory. II. DIVISION OF THE CONTRACT INTO LOTS: The subject matter of the contract has been divided into 4 lots: 1) Lot 1 - Purchase of a bioanalyzer; 2) Lot 2 - Purchase of an ED-XRF spectrometer; 3) Lot 3 - Purchase of a microscope with a video camera and image processing system; 4) Lot 4 - Purchase of a hydrolyzer and fat extractor. III. SOCIAL CLAUSE - Article 95 of the Public Procurement Law – The Contracting Authority does not apply a social clause in this procedure. IV. The Contracting Authority does not envisage awarding a public contract pursuant to Article 214(1)(8) of the Public Procurement Law. V. Information on the means of electronic communication by which the Contracting Authority will communicate with contractors, as well as information on the technical and organizational requirements for preparing, sending and receiving electronic correspondence, is described in Chapter 13 of the SWZ. VI. INFORMATION FOR CONTRACTORS SUBMITTING A JOINT TENDER (E.G. CONSORTIUM, CIVIL-LAW PARTNERSHIP) - Chapter 14, part 5 of the SWZ. VII. INFORMATION FOR CONTRACTORS HAVING THEIR REGISTERED OFFICE OR PLACE OF RESIDENCE OUTSIDE THE BORDERS OF THE REPUBLIC OF POLAND - Chapter 14, part 4 of the SWZ. VIII. The Contracting Authority provides for the possibility of amending the concluded contract in relation to the content of the selected tender to the extent regulated in the draft contract constituting Annex No 2 to the SWZ. IX. The contractor may entrust the performance of part of the contract to a subcontractor (subcontractors). The Contracting Authority does not require the contractor to personally perform key parts of the contract. X. This procedure is conducted as an open tender pursuant to Article 132 of the Public Procurement Law. XI. The contractor shall provide a warranty for a minimum period of 12 months from the signing, without reservations, of the final acceptance protocol for the subject matter of the contract, unless the equipment manufacturer provides a longer warranty. The contractor shall be liable under the statutory warranty for defects in the subject matter of the contract in accordance with the rules laid down in the Civil Code (the warranty period constitutes a tender evaluation criterion described in Chapter 20 of the SWZ). Detailed information concerning the warranty is included in the draft contract constituting Annex No 2 to the SWZ (applies to all lots of the contract). XII. CONTRACT PERFORMANCE DEADLINE: 1. Lot 1 of the contract - Purchase of a bioanalyzer: The required contract performance period is a maximum of 16 weeks from the date of conclusion of the contract, but no later than 11 December 2026. The contractor may shorten the performance period - delivery time constitutes a tender evaluation criterion described in Chapter 20 of the SWZ. 2. Lot 2 of the contract - Purchase of an ED-XRF spectrometer: The required contract performance period is a maximum of 18 weeks from the date of conclusion of the contract, but no later than 11 December 2026. The contractor may shorten the performance period - delivery time constitutes a tender evaluation criterion described in Chapter 20 of the SWZ. 3. Lot 3 of the contract - Purchase of a microscope with a video camera and image processing system: The required contract performance period is a maximum of 10 weeks from the date of conclusion of the contract, but no later than 11 December 2026.
