1. The subject of the contract is the delivery entitled: Integrated imaging workstation, comprising a confocal microscope with a module for dynamic studies and a stereoscopic microscope – 1 unit for the Department of Process Engineering and Technology of Polymer and Carbon Materials of the Faculty of Chemistry of Wrocław University of Science and Technology. The purchase will be financed from the funds of targeted grants from the Minister of Science for the implementation of an investment related to scientific activity entitled “µBionicsLab - Laboratory for the Microfabrication of Bionic Systems”, agreement No. 2323/0223/IA/SP/2025. 2. CPV code: 38510000-3 microscopes. 3. Place of delivery: Building C-6, room 25, 50-371 Wrocław, ul. C.K. Norwida 4-6 4. The subject of the contract includes delivery, installation, commissioning and instruction in operation within the scope indicated in the Description of the subject of the contract – Appendix No. 3 to the SWZ. 5. A detailed description of the subject of the contract is contained in Appendix No. 3 to the SWZ - OPZ. The detailed scope of performance of the subject of the contract, constituting the draft provisions of the public procurement contract, is contained in the model contract constituting Appendix No. 2 to the SWZ. 7. Delivery completion deadline: 90 days. 8. Pursuant to Article 257 of the uPzp, the Contracting Authority provides for the possibility of cancelling this procedure if the funds that the Contracting Authority intended to allocate to finance all or part of the contract have not been awarded to it. 9. The Contracting Authority provides for the application of the so-called reverse procedure referred to in Article 139(1) of the uPzp, i.e. the Contracting Authority will first examine and evaluate the tenders and then carry out the qualification of the Contractor whose tender received the highest evaluation with regard to the absence of grounds for exclusion and fulfilment of the conditions for participation in the procedure. 10. The Contractor is bound by the tender from the deadline for submission of tenders until 16/12/2026 (90 days). 11. The tender must consist of the following documents: 1) the Contractor’s tender form – constituting Appendix No. 1 to the SWZ (an interactive form available on the e-Procurement Platform, indicating in particular the tender price for the entire subject of the contract) 2) the declaration referred to in Chapter VII point 1 of the SWZ - JEDZ - an interactive form available on the e-Procurement Platform 3) the declaration referred to in Chapter VII point 1a of the SWZ - Declarations, Appendices Nos. 5a and 5b to the SWZ; 4) (if applicable) demonstration that information constituting a trade secret has been designated as confidential in accordance with Chapter X point 6; 5) the document(s) demonstrating the right to sign the Tender, i.e. in order to confirm that the person acting on behalf of the Contractor is authorised to represent it, the Contracting Authority requires the Contractor to provide an extract or information from the National Court Register, the Central Register and Information on Economic Activity or another appropriate register; 6) (if applicable) Declaration of contractors jointly applying for the contract - in accordance with Article 117(4) of the uPzp; 7) Appendix No. 3 to the SWZ - description of the offered subject of the contract (OPZ) - price calculation 8) Contractors who are not subject to exclusion under the rules set out in Chapter VI of the SWZ and who meet the conditions for participation in the procedure specified by the Contracting Authority may apply for the award of the contract. The Contracting Authority imposes a condition concerning technical or professional capacity. The Contracting Authority will consider the condition fulfilled if the Contractor demonstrates that, during the last three years before the deadline for submission of tenders, or, if the period of business activity is shorter, during that period, it duly completed at least 1 delivery of a confocal microscope with a value of at least PLN 600,000.00 gross. For the aforementioned values stated by the Contractor in a currency other than PLN, the Contracting Authority will use a conversion rate based on the average exchange rate of the National Bank of Poland for the given currency on the date this procedure was initiated (i.e. the date on which the contract notice was published in the OJEU). Before selecting the most advantageous tender, the Contracting Authority will call upon the Contractor whose tender received the highest evaluation to submit, within a period of no less than 10 days, the current entity-related evidence indicated in Chapter VII of the SWZ as at the date of submission.
