Opportunity description

Supply of LAN network switches together with the manufacturer’s transceivers, switch management software, support, servicing, documentation, and the necessary licenses. The subject matter of the contract includes the supply of LAN network infrastructure devices for the State Fire Service under a central procurement arrangement, carried out by the National Headquarters of the State Fire Service in its own name and on behalf of the organizational units of the State Fire Service. The scope of the contract includes LAN network infrastructure devices – core, core/distribution, and access switches, together with compatible manufacturer’s transceivers, switch management software, the necessary licenses, technical support, documentation, and implementation (instructional) workshops covering the operation and administration of the supplied devices and systems. The description of the subject matter of the contract was prepared taking into account the actual needs of the Central Contracting Authority and the State Fire Service units, arising from the need to standardize the LAN infrastructure, ensure a uniform support model, operational compatibility, management security, and the reduction of integration risks in a distributed infrastructure. The technical requirements are minimum and functional-performance requirements, and the Contracting Authority permits equivalent solutions provided that they ensure at least the same level of interoperability, security, performance, manageability, warranty, and manufacturer support. 1. A detailed description of the subject matter of the contract is contained in Appendix No. 1 to the SWZ – Description of the subject matter of the contract (hereinafter referred to as OPZ). Place of performance: locations specified in Appendix No. 2b to the SWZ. 1. The procedure is conducted as an open tender. 2. The Contracting Authority, pursuant to Art. 139 of the Act, provides for the so-called “reversed” sequence of actions, i.e. it first examines and evaluates tenders and then conducts the qualification of the Contractor whose tender received the highest evaluation, with regard to the absence of grounds for exclusion and fulfillment of the conditions for participation in the procedure. 3. The Contracting Authority does not provide for an electronic auction. 4. The Contracting Authority does not provide for the submission of a tender in the form of electronic catalogues. 5. The Contracting Authority is not conducting the procedure for the purpose of concluding a framework agreement. 6. The Contracting Authority does not provide for the award of contracts pursuant to Art. 214 sec. 1 point 8 of the Act 7. The Contracting Authority does not reserve the possibility of applying for the award of the contract exclusively to contractors referred to in Art. 94 of the Act. 8. The Contracting Authority does not provide for the award of contracts pursuant to Art. 441 sec. 1 point of the Act, i.e. an option to increase the purchase. 9. The Contracting Authority does not permit the submission of variant tenders. 10. The Contracting Authority does not provide for settlements in foreign currencies. 11. The Contracting Authority does not provide for reimbursement of the costs of participation in the procedure. 12. The Contracting Authority does not provide for advance payments toward the performance of the contract. 13. The Contracting Authority does not specify additional requirements related to the employment of persons referred to in Art. 96 sec. 2 point 2 of the Act. 14. The Contracting Authority does not specify requirements related to the performance of the contract concerning the employment, by the contractor or subcontractor under an employment relationship, of persons performing activities within the scope of the contract. 15. The Contracting Authority does not require or reserve the obligation for the contractor or contractors jointly applying for the award of the contract to personally perform key tasks. 16.
