Opportunity description

1. The subject matter of the contract is the supply of work and protective clothing, work and protective footwear, footwear and gloves for service uniforms, and personal protective equipment, the quantity, designation, kind and type of which are specified in Appendix No. 3 to these Tender Conditions (WP). The subject matter of the contract has been divided into the following groups: Group I – Work and protective clothing Group II – Work clothing for the Company Rescue Service Group III – Work and protective footwear Group IV – Footwear and gloves for service uniforms Group V – Personal protective equipment I Group VI – Personal protective equipment II Group VII – Personal protective equipment III Group VIII – High-visibility protective clothing Group IX – Work clothing for the Infrastructure Maintenance Department On the basis of Appendix No. 3 to the WP, Appendix No. 1 to the agreement will be determined. 2. The Contracting Authority permits the submission of partial tenders for individual comprehensive groups. 3. The Contracting Authority does not permit the submission of partial tenders within a given group. 4. The Contracting Authority does not permit the submission of variant tenders. 5. The Contracting Authority does not envisage concluding a framework agreement or conducting an electronic auction. 6. The Contracting Authority permits subcontractors to be entrusted with performance of the subject matter of the contract. In such a case, in Appendix No. 2 to the SWZ (Tender Form), the Contractor shall indicate the parts of the contract which it intends to entrust to subcontractors and shall provide the names of the subcontractors, if they are already known. The Contractor shall be liable for the acts or omissions of subcontractors as for its own. 7. Samples must be delivered no later than on the day of the tender, i.e. by 28.09.2026 at 9.00 to the MPK Clothing Warehouse in Poznań at ul. Forteczna 2, open Monday to Friday from 7:00 – 13:00. (Note - The Contracting Authority has designated two different addresses for submitting samples and for submitting tenders. The deadline and address for submitting tenders are specified in paragraph 1 of Chapter XIII of the WP), 8. The following subject-matter evidence, which, in addition to the documents listed in Chapter XII paragraph 6 of the SWZ, the Contractor shall submit together with the tender: 8.1. Technical documentation concerning the samples presented, in accordance with the description in paragraph 2 of Chapter III of the SWZ: - conformity documents (declarations), - documents issued by the fabric manufacturer, - documents confirming the parameters of the reflective tapes used, - abbreviated material descriptions, - instructions for use, - maintenance instructions, - brochures, catalogues, leaflets or other materials containing a photograph of the offered product and written information confirming the required properties and parameters for assortments for which the provision of samples is not mandatory. 8.1.1 If the instructions for use or maintenance instructions are permanently attached to the sample (e.g. printed on the packaging or label), a compilation of such instructions together with information on how they are affixed must be attached. 8.1.2 Assortment from Groups V, VI and VII should have instructions for use and/or maintenance in the form of a separate document (or copy of a document) for a given product batch (i.e. not printed on the packaging), for the purpose of verifying the conditions of use of the product. 8.1.3 The attached documents should contain information indicating which assortment they concern, i.e. the group number and the item number within the group. 8.2. Documents for assortment from Groups I – II: - a conformity document (declaration), issued pursuant to the conformity assessment regulations. This document should remain valid for the duration of the supply - applies to assortments which in col. 3 (“Required conformity document”) of the table contained in Appendix No. 3 to the WP are marked “YES”, The attached conformity documents should contain information indicating which assortment they concern, i.e. the group number and the item number within the group. 8.3. Documents for assortment from Groups III – IX: - a conformity document (declaration), issued pursuant to the conformity assessment regulations. This document should remain valid for the duration of the supply - applies to assortments which in col. 3 (“Required conformity document”) of the table contained in Appendix No. 3 to the WP are marked “YES”, The attached conformity documents should contain information indicating which assortment they concern, i.e. the group number and the item number within the group. 9. In the public procurement procedure, the Contracting Authority exercises the right to restrict access to contracts for Contractors from third countries with which the European Union is not bound by any international agreement guaranteeing access to the public procurement market on the basis of reciprocity and equality. This restriction consists in not admitting them to participate in the procedure. 10. The Contracting Authority does not admit to participation in the procedure Contractors (as well as Contractors jointly applying for the contract, at least one of whom is) with their registered office (respectively: place of residence) in countries other than a Member State of the European Union, a state of the European Economic Area, a state party to the Agreement on Government Procurement (GPA) concluded within the framework of the World Trade Organization, or a state party to an agreement concluded with the European Union governing reciprocal access to public procurement. 11. Upon receiving a tender from a Contractor from outside the EU, the Contracting Authority shall verify whether the tender is covered by agreements concluded by the EU concerning the award of public contracts in an international context, such as the GPA or free trade agreements, in order to determine whether the Contractor has obtained access to this procedure. 12. The Contracting Authority may cancel the contract award procedure, as appropriate, before the deadline for submitting tenders if circumstances have arisen which make further conduct of the procedure unjustified, pursuant to Article 256 of the Pzp Act. the quantity, designation, kind and type are specified in Appendix No. 3 to the SWZ. the quantity, designation, kind and type are specified in Appendix No. 3 to the SWZ.
