Poland – Portable computers – Supply of 6 high-performance laptops, together with sets of compatible accessories (power supplies, bags, wireless optical mice)

Opportunity description

1. The subject matter of the contract is the supply of six brand-new high-performance laptops intended for professional applications, in particular video editing, 3D graphics, GPU computing, engineering applications and work with large datasets, together with compatible equipment comprising the following items (separately for each laptop): • Power supply, • bag compatible with the offered laptop, • wireless optical mouse intended for professional applications, office, graphic design, design and multi-monitor work, meeting the following minimum requirements:  ergonomic design for right-handed users,  a minimum of 7 programmable buttons,  vertical scroll wheel with precise and fast scrolling functions,  additional thumb-operated horizontal scroll wheel,  sensor resolution of at least 8000 DPI,  adjustable sensitivity,  Bluetooth and 2.4 GHz radio connectivity using a USB receiver,  ability to pair with and operate at least 3 devices,  ability to switch between paired devices using a dedicated button without the need to pair again,  rechargeable battery power,  charging via USB-C port,  declared operating time on a single charge of at least 30 days,  black, graphite or dark grey colour. • user documentation. 2. The Contractor undertakes to supply brand-new, fully functional equipment manufactured in accordance with applicable norms and standards and covered by a warranty. The warranty period constitutes a non-price criterion for the evaluation of tenders and applies to the laptops and the accessories intended for them (mouse, bag, power supply). 3. The Contractor shall supply the equipment together with: a) the following prepared in Polish: warranty cards, operating instructions and other documents necessary to take the equipment into use, or an indication of a publicly accessible manufacturer’s website containing the latest available versions of the instructions/documentation. Where the operating instructions/documentation are not available in Polish, the Contracting Authority shall accept instructions/documentation in English; b) all accessories constituting the complete sales set. 4. The Contractor declares that, on the date of signing the Equipment Acceptance Protocol, the offered equipment may not be designated by the manufacturer for discontinuation of production or withdrawal from sale. 5. Independently of the warranty, the Contractor shall be liable under the statutory warranty for physical and legal defects in the equipment. The Contracting Authority may exercise its rights under the statutory warranty for defects in the Equipment independently of the rights arising from the warranty. 6. Detailed information concerning the warranty is contained in the IPU, §9. Warranty and service conditions. 7. A detailed description of the subject matter of the contract, including a description of the technical requirements for the subject matter of the contract, is contained in the OPZ. II. COMPLIANCE WITH THE EU CYBERSECURITY ACT. 1. The Contracting Authority requires that the subject matter of the contract, including all ICT products, ICT services and ICT processes (the definitions of which, within the meaning of the EU Cybersecurity Act, are provided in paragraph 2 of Chapter II of the SWZ) used to perform the contract, both as main elements and as components, elements of the service delivery environment or accompanying solutions, shall not include: a) ICT products, ICT services or ICT processes indicated in the recommendations referred to in Article 33(4) of the Act of 5 July 2018 on the National Cybersecurity System (i.e. Journal of Laws of 2026, item 20, as amended), finding that they have a negative impact on the fundamental interest of state security; b) an ICT product whose type has been specified in a decision recognising an equipment or software supplier as a high-risk supplier, as referred to in Article 67b(15) of the Act of 5 July 2018 on the National Cybersecurity System (i.e. Journal of Laws of 2026, item 20, as amended), nor ICT services or ICT processes specified in that decision. 2. In order to confirm the compliance of the offered subject matter of the contract with the requirements set out above, the Contractor should attach to the tender, in a separate file, appropriately signed subject-matter evidence in the form of the “Declaration concerning ICT elements used during performance of the contract”, the template for which constitutes Annex No 8 to the SWZ. 3. This declaration constitutes an integral part of the tender and will be used by the Contracting Authority to identify the ICT products, ICT services and ICT processes covered by the tender or used to perform the contract. 4. Detailed information concerning the submission of subject-matter evidence is contained in the SWZ, Chapter XII, paragraph 6 et seq. 5. The Contracting Authority provides for supplementation of the subject-matter evidence referred to in Article 107 of the Pzp, which means that, with regard to such supplementation, it will be obliged to request that the Contractor: 1) Submit subject-matter evidence that was not submitted with the tender; 2) Supplement a submitted document with the missing (not submitted) part.
