Opportunity description

The procedure is conducted in accordance with the provisions of the Act of 11 September 2019, Public Procurement Law (Journal of Laws of 2026, item 793), hereinafter referred to as the Pzp Act. The procedure is conducted as an open tender pursuant to Art. 132 of the Pzp Act. The subject of the contract is the supply and installation of printing equipment for the needs of the Special Publications Printing House, divided into 3 (three) parts of the contract. Common Procurement Vocabulary (CPV) code: 42991200-1 Printing machinery. A detailed description of the subject of the contract is set out in annexes No. 1, 1.1 - 1.3 and No. 4 to the SWZ, i.e.: Tender form together with the Price Specification and Draft contractual provisions. The Contracting Authority permits the submission of tenders for parts, each of which will be evaluated separately by the Contracting Authority according to the rules described in the SWZ. The contract has been divided into parts in accordance with the description contained in annexes No. 1.1 - 1.3. to the SWZ. Each Contractor may submit a tender for any selected part/parts. The Contracting Authority requires a tender to be submitted for all required items listed in annexes No. 1.1. – 1.3. to the SWZ. Wherever in this SWZ the subject of the contract is described by reference to trademarks, patents or origin, source or a particular process that characterizes the products supplied by a specific Contractor, if this could lead to certain contractors or products being privileged or eliminated, it shall be assumed that such references are accompanied by the words “or equivalent”. In describing the subject of the contract, pursuant to the provision expressed in Art. 99(4) of the Pzp Act, the Contracting Authority referred to a trademark or origin due to the specific nature of the subject of the contract and the impossibility of describing it exhaustively using precise and comprehensible terms. By describing the subject of the contract by means of trademarks, patents or origin, source or a particular process that characterizes the products supplied, the Contracting Authority thereby defines the quality and technical parameters and functional characteristics with which the subject must comply. The Contracting Authority does not reserve the possibility of applying for the award of the contract exclusively to Contractors referred to in Art. 94(1) of the Pzp Act, i.e. those having the status of a sheltered workshop, social cooperatives and other Contractors whose main objective, or the main objective of the activities of their organizationally separate units that will perform the contract, is the social and professional integration of socially marginalized persons.
