Opportunity description

The subject matter of the contract is the supply and installation of radio telephones, chargers, antennas and Radio-Box devices (hereinafter jointly referred to as the “devices”), together with the supply and installation of software intended for monitoring the GPS positions of radio telephones and for data visualization and archiving. 1. The description of the subject matter of the contract constitutes Annex No. 1 to the SWZ. 3. The contract will be performed within Świętokrzyskie Province. The exact locations will be made available to the contractor no later than 10 working days before the planned commencement dates of the individual stages of contract performance, i.e. from the date of conclusion of the contract until 15 September 2028, provided that: 1) Stage I will be carried out from 1 September 2027 to 30 November 2027; 2) Stage II will be carried out from 1 July 2028 to 15 September 2028. The Contracting Authority has the right to refuse acceptance of the subject matter of the contract or part thereof before the commencement of the deadlines designated for the individual stages due to the need for the Minister of Finance to release the funds in advance. 4. Performance of the subject matter of the contract is divided into the following Stages: 1) Stage I: Supply of devices; 2) Stage II: Installation of devices together with the supply and installation of software intended for monitoring the GPS positions of radio telephones and for data visualization and archiving. The following elements are to be completed as part of the task: STAGE I Item 1. Motorola MXM600 Remote TEA2 mobile radio telephone (or equivalent) - quantity: 52; Item 2. Motorola MXP600 TEA2 portable radio telephone (or equivalent) - quantity: 104; Item 3. Mobile UHF+GPS antenna installation for an ambulance - quantity: 50; Item 4. Brodit vehicle charger for MXP600 (or equivalent, compatible with the portable radio telephone) - quantity: 100; Item 5. Motorola MXM600 Desk TEA2 base radio telephone (or equivalent) - quantity: 5; Item 6. Base UHF antenna installation for the dispatch center - quantity: 5; Item 8. DGT TETRA Radio-Box devices (or equivalent) - quantity: 3. STAGE II Item 7. ConSEL application for monitoring the GPS positions of radio telephones, with visualization and archiving (or equivalent) - quantity: 1; Item 9. Service for installing radio telephones in ambulances using the presented devices and components and Brodit vehicle chargers - quantity: 50; Item 10. Service for installing radio telephones in the dispatch center using the presented devices and components - quantity: 1. Contractors may apply for the award of the contract if they meet the conditions for participation in the procedure regarding technical or professional capacity - this condition will be met if the contractor demonstrates that it has duly completed at least one supply of radio telephones during the last 3 years before the deadline for submission of tenders, or, if the period of business activity is shorter, during that period, with a value of at least PLN 400,000 gross. Where more than one supply has been completed, the Contracting Authority will consider the condition met if the total value of the supplies amounts to at least PLN 400,000 gross. Description of the method for assessing compliance with this condition: Compliance with this condition will be assessed on the basis of the declaration submitted in the JEDZ form and a list of completed supplies, stating their values, subject matter, dates of performance and the entities for which the supplies were completed, together with evidence specifying whether these supplies were completed or are being performed duly. The evidence shall comprise: • references or other documents drawn up by the entity for which the supplies were performed or, in the case of recurring or continuous services, are being performed; • a contractor’s declaration – if, for reasons beyond the contractor’s control, it is unable to obtain those documents. In the case of recurring or continuous services that are still being performed, references or other documents confirming their due performance should have been issued within the last 3 months. NOTE: In the case of contractors jointly applying for the contract, the conditions specified above may be met by one contractor or jointly by all contractors applying jointly for the award of the contract. With regard to conditions concerning education, professional qualifications or experience, contractors may rely on entities making resources available if those entities perform the supplies for which those capacities are required. If a contractor demonstrates experience acquired under a contract (procurement/contract) performed by contractors jointly applying for the award of a contract/jointly performing a contract (a consortium of contractors), the Contracting Authority does not permit the contractor to rely on the experience of the group of contractors of which it was a member if it did not actually and specifically perform the indicated scope of work. That contractor may rely on the experience of the group of contractors of which it was a member provided that it actually and specifically participated, to the required extent, in the performance of the indicated part/element of the contract. If an individual consortium member wished to rely on the experience of the entire consortium, it should use the support of its remaining members pursuant to Article 118 of the Pzp Act. The Contracting Authority requires the contractor whose tender has been deemed the most advantageous to provide a performance bond. The performance bond will amount to 5% of the gross tender price. Details are provided in Chapter XXV of the SWZ. Pursuant to Article 257 of the Pzp Act, the Contracting Authority provides for the possibility of cancelling the contract award procedure if the public funds it intended to allocate to finance all or part of the contract have not been granted to it.
