Opportunity description

The subject of the contract is the provision of a service involving the collection and further management of waste with code ex19 12 12 - other waste (including mixed substances and objects) from mechanical treatment of waste other than that mentioned in 19 12 11, generated at the Municipal Waste Disposal Plant in Siedliska near Ełk over a period of 6 months: 1) “Collection and further management of waste generated after the mechanical processing of municipal waste”, i.e.: a) Waste with the following code is intended for further management: ex19 12 12 – Other waste (including mixed substances and objects) from mechanical treatment of waste other than that mentioned in 19 12 11, which is generated after the mechanical processing of municipal waste, following the separation of secondary raw materials and ballast – a waste fraction (ex 19 12 12) is generated with the following parameters: 8.98 MJ/kg d.m. < calorific value < 18.9 MJ/kg d.m., b) Estimated quantity of 1 000 Mg under the basic contract and possible extension of the contract by: 200 Mg under the 20% option right. 2. Waste collection 1) Waste will be collected from the premises of the Municipal Waste Processing Installation (the so-called Municipal Installation) operated by Przedsiębiorstwo Gospodarki Odpadami “Eko-MAZURY” Sp. z o.o., Siedliska 77, 19-300 Ełk, Warmińsko-Mazurskie Voivodeship, Ełk County, Ełk Municipality. The Contractor shall provide vehicles adapted for the collection and transport of municipal waste. 2) Collection shall be carried out using transport organized by the Contractor and at its expense, including the costs of carriage, insurance for the duration of transport and unloading, in accordance with the Regulation of the Minister of the Environment of 7 October 2016 on detailed requirements for waste transport (Journal of Laws of 2016, item 1742). 3) Loading the waste onto the vehicles provided by the Contractor shall be the responsibility of the Contracting Authority. 4) The collected waste shall be weighed on a legally certified vehicle scale located on the premises of the Municipal Installation. To determine the weight of the collected waste, the Contractor’s vehicle must be weighed before and after loading. 5) Each weighing of the collected waste, confirmed by a weighing receipt, shall be used for settlements. 6) The measuring range of the scale located on the premises of the Municipal Installation is 60 Mg, the platform length is 18.75 m, and the platform width is 3 m. 7) The Contractor shall bear sole liability for all damage, as well as for the loss, shortages and damage to waste occurring during waste transport from the moment it is released from the Municipal Installation and during transport and unloading of the waste until it has undergone and completed recovery processes. 8) In particular, the Contractor shall be liable for the actions and omissions of its personnel and of the entities it has used to perform the subject of the contract, e.g. carriers. 9) Upon the release of the waste to the Contractor (to the Carrier designated by it), all benefits and burdens related thereto, as well as the risk of accidental loss or damage, shall pass to the Contractor; in particular, it shall assume responsibility for the released waste, for its proper handling and for the resulting consequences. 10) The Contracting Authority may require the Contractor to present documents confirming performance of the service involving subjecting the waste to a recovery process. 11) Waste collection shall be carried out according to the Contracting Authority’s needs, with the number of trips per day ranging from 0 to 3, from Monday to Friday, excluding statutory public holidays, between 7:00 and 16:00. The Contracting Authority shall inform the Contractor each time of the required number of trips. With the consent of the parties to the contract, the number of trips during one day may be greater than 3. 12) The Contracting Authority reserves the right to decide on the form in which the fraction is prepared for transfer, i.e. loose, baled or combined. 13) If the fraction is baled, the Contracting Authority shall package the transferred waste as follows: a) the waste shall be compressed and baled, b) steel wire with a diameter of Ø 3.5 mm shall be used for baling, c) dimensions of a single bale - approx. 80x110x130 cm, d) the average weight of one bale of waste is approx. 600 kg.
