Opportunity description

3.1 The subject matter of the contract includes the collection, transport and management of municipal waste originating from inhabited properties and properties with summer cottages in the Uniejów Municipality. 3.1.1 Under the contract, the Contractor is required to collect, transport and manage any quantity of municipal waste from all inhabited properties and properties with summer cottages, or other properties used for recreational and leisure purposes and used only for part of the year, located within the Uniejów Municipality. 3.1.2 It is also required to collect waste placed in bags next to containers when it did not fit in the containers. 3.1.3 It is also required to collect segregated fractions both in bags and in appropriately marked private containers. As part of the service, the Contractor undertakes to empty the bins located at bus shelters within the Town and Municipality of Uniejów. 3.1.4 A detailed description of the subject matter of the contract and a list of bus shelter locations are provided in Annex No. 8 to the SWZ. 3.2 Collection of municipal waste. The subject matter of the contract includes the collection of municipal waste, i.e. municipal waste collected non-selectively (mixed municipal waste) and municipal waste collected selectively. Detailed information is provided in Annex No. 8 to the SWZ. 3.3 The Contractor is required to estimate the waste stream in the individual fractions, taking into account: 3.3.1 the estimated data indicated in Annex No. 8 to this SWZ, 3.3.2 the municipal waste stream forecast for rural areas contained in the currently applicable Waste Management Plan for the Łódź Voivodeship. 3.3. It is anticipated that the volume of waste may change during the term of the contract. 3.4. The Contracting Authority informs that, from the date the deposit return system enters into force, the quantity of plastic, metal and glass packaging waste in the municipal waste stream may decrease due to the operation of the deposit return system. 3.5. Frequency of waste collection. The Contractor will collect municipal waste from properties inhabited by residents and from properties with summer cottages or other properties used for recreational and leisure purposes (used only for part of the year), at the frequency established in the schedule approved by the Contracting Authority. Depending on the collection location and the types of waste, it will be collected once or twice a month, once every six months, or following prior notification by telephone. Furthermore, the Contractor undertakes to empty the bins located at bus shelters at a frequency of no less than once a month. If the bins become full of waste, the Contractor is required, upon a telephone request from the Contracting Authority, to empty the aforementioned bins. The frequency of waste collection is specified in detail in Annex No. 8 to this SWZ. 3.6. Organization and maintenance of the municipal selective waste collection point. 3.6.1.The Contractor is required, by 1 January 2027, to organize, equip, maintain and operate the municipal selective collection point for municipal waste. Detailed information is provided in Annex No. 8 to the SWZ. 3.6.2.The costs of managing waste accepted at the PSZOK shall be borne by the Contractor. 3.7. The Contractor is required to: 3.7.1.prepare and submit annual reports together with a photocopy of waste transfer cards confirming the method of management of the given quantity and type of waste collected; 3.7.2.maintain waste records in accordance with the concessions and permits held and waste management documentation established in separate regulations; 3.7.3.maintain a record-keeping system for waste transferred to the PSZOK (at least the type and quantity of waste transferred, the origin of the waste, and the submission of monthly reports specifying the type and quantity of waste accepted, the origin of the waste and the places where it was managed); 3.7.4.During performance of the contract, the Contractor is required to comply with regulations concerning protection of the natural environment and traffic safety. Fees and penalties for exceeding, during performance, the standards set out in the relevant environmental protection regulations shall be borne by the Contractor; 3.7.5.ensure continuity of service provision during the term of the concluded contract; 3.7.6.perform the subject matter of the contract professionally, without causing unnecessary nuisance and limiting inconvenience to the public to the necessary minimum; 3.7.7.The Contractor is required, by 1 January 2027, to install, on a computer workstation indicated by the Contracting Authority, computer software permitting real-time reading of monitoring based on a satellite positioning system, enabling permanent recording, storage and retrieval of data concerning vehicle locations and stopping places, as well as sensors recording data concerning waste unloading locations, in order to verify the proper provision of the service in accordance with the subject matter of the contract. 3.7.8.assume full liability toward the Contracting Authority and third parties for damage to property and the health of third parties arising during and in connection with performance of the subject matter of the contract. 3.8.Waste management. The Contractor is required to manage municipal waste in accordance with the guidelines contained in the detailed description of the subject matter of the contract. 3.9.Equipping properties with containers and bags for collecting municipal waste. The Contractor is required to provide, free of charge, bags for selective waste collection and containers for biodegradable waste. (...) 3.13.
