Poland – Refuse and waste related services – Collection and management of municipal waste from the territory of the Stromiec municipality from 1 November 2026 to 31 October 2027

Opportunity description

The subject matter of the contract is the provision of the following services: 1) collection of municipal waste – consisting of separately collected and mixed waste (in accordance with applicable law, including environmental protection requirements): a) generated on properties in the territory of the Stromiec municipality where residents live, b) generated on properties used for recreational and leisure purposes covered by the municipal waste collection system of the Stromiec Municipality, c) accumulated at the Municipal Waste Separate Collection Point (hereinafter PSZOK) of the Stromiec municipality, 2) transport and management of the above-mentioned waste (in accordance with applicable law, including environmental protection requirements), consisting of transferring the waste to a municipal installation for recovery or disposal. A detailed description of the subject matter of the contract is provided in Chapter II of the SWZ and in Annex No. 2 to the SWZ. -The Contracting Authority does not permit the possibility of awarding a supplementary contract. -The Contracting Authority does not permit the submission of partial tenders. The Contracting Authority did not divide the contract into parts due to the homogeneous, functionally and organisationally interconnected nature of the services comprising the collection, transport and management of municipal waste from the territory of the entire Stromiec Municipality, including waste collected as part of the operation of the Municipal Waste Separate Collection Point. Dividing the contract into parts according to area, type of property or individual waste fractions could lead to the dispersion of responsibility for the proper implementation of schedules, continuity of waste collection, handling of reports and complaints, record-keeping and settlement of the quantities of waste collected, as well as for its proper management. Such division could also result in overlapping collection routes and dates, impede coordination of the service and increase the costs of supervising its performance. Performance of the contract by one contractor will ensure a uniform waste collection system throughout the entire municipality, unambiguous responsibility for performance of the service, and consistency of documentation and settlements. At the same time, the scope and size of the contract do not restrict the ability of small and medium-sized enterprises to apply for its award; they may jointly apply for the contract, use the resources of other entities or entrust the performance of part of the contract to subcontractors. The absence of division of the contract into parts is therefore justified by organisational, technical and economic considerations and by the need to ensure continuity and proper performance of the service. -The Contracting Authority does not permit the submission of variant tenders. -The Contracting Authority does not provide for reimbursement of the costs of participation in the procedure. -The Contracting Authority consents to entrusting to a Subcontractor parts of the contract selected by the Contractor (in accordance with the provisions of the Public Procurement Law).
