Opportunity description
The subject matter of the contract is the performance of a task consisting in the provision of municipal waste collection and transport services from owners of properties inhabited by residents, located within the Supraśl Municipality, as well as the collection and transport of municipal waste from the Selective Municipal Waste Collection Point within the administrative boundaries of the Supraśl Municipality. The service shall be provided in a manner ensuring the achievement of appropriate levels of recycling, preparation for reuse and recovery by other methods, as well as a reduction in the mass of biodegradable municipal waste sent to landfill. 1) The scope of the contract includes: a) Systematic collection and transport of mixed and separately collected municipal waste (regardless of its quantity) from properties inhabited by residents, including the collection and transport of post-holiday Christmas trees from inhabited properties, in accordance with the schedule agreed with the Contracting Authority and the collection frequency specified in this Description of the Subject Matter of the Contract (hereinafter referred to as the OPZ). b) Systematic collection and transport of municipal waste from the Selective Municipal Waste Collection Point (hereinafter referred to as the PSZOK) at ul. Zielona 5 in Supraśl. c) Transfer for management to the municipal installations of the City of Białystok appropriate for the given waste fraction, as indicated in Chapter IV of the OPZ. d) Separate collection from inhabited properties of the following municipal waste fractions: paper, metals, plastics, multi-material packaging, glass, biodegradable waste (including bio-waste, as well as waste in the form of tree and shrub branches and other plant residues tied into bundles), waste electrical and electronic equipment, bulky waste and used tyres. e) Collection, removal and transfer for management of waste delivered by residents to the PSZOK in Supraśl. Waste will be collected after the PSZOK has finished operating, in accordance with Chapter II, section 5 of the OPZ. f) Equipping the Selective Municipal Waste Collection Point with containers in accordance with Chapter II, section 5 of the OPZ. g) Provision of bags for separate waste collection in four colours (blue, green, yellow and brown), labelled in accordance with the Regulation of the Minister of Climate and Environment of 10 May 2021 on the method of separate collection of selected waste fractions (Journal of Laws of 2021, item 906); the Contractor shall provide bags for separate waste collection in accordance with the provisions of the OPZ. h) Provision of containers for separate waste collection. The Contractor shall not provide containers for mixed waste or containers for separate waste collection directly to residents. The Contractor shall provide containers for separate waste collection only to the extent specified in the OPZ and shall be required to place them at locations agreed with the Contracting Authority. i) Performance of all activities related to the electronic system for recording and confirming the collection of waste from property owners referred to in Chapter II, sections 19–21 of the OPZ. j) Performance of all activities related to quality control of the segregation carried out at all properties covered by this contract, as referred to in Chapter II, sections 14–18 of the OPZ. k) Preparation of a collection schedule for individual waste groups for 2027, in consultation with the Contracting Authority, within 10 working days from the date of signing this contract, and for 2028 by 31 October 2027. l) Delivery to owners of inhabited properties of information materials containing the collection schedule, prepared by the Contracting Authority, within 14 days of their receipt. 2) A detailed description of the subject matter of the contract is contained in Annex No 1 to the SWZ.
