Poland – Refuse and waste related services – COLLECTION OF MUNICIPAL WASTE GENERATED ON RESIDENTIAL AND NON-RESIDENTIAL PROPERTIES IN THE CITY OF RACIBÓRZ

Opportunity description

1) The subject matter of the contract is: a) Provision of services for the collection of municipal waste generated on residential properties, non-residential properties, properties on which summer houses are located, and other properties used for recreational and leisure purposes on which municipal waste is generated within the City of Racibórz, as well as from the Selective Municipal Waste Collection Point, in a manner enabling the achievement of appropriate levels of recycling, preparation for reuse and recovery by other methods, and the reduction of the mass of biodegradable waste sent to landfill, in accordance with the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities, the provisions of the current Waste Management Plan for the Silesian Voivodeship, and the provisions of the Regulations on maintaining cleanliness and order within the Municipality of Racibórz, b) Purchase and distribution of bags for selective municipal waste collection in developments covered by the bag-based system, c) Ensuring, within the system, the possibility of leasing and purchasing containers for the collection of municipal waste, d) Maintaining municipal collection points intended for the separation of municipal waste in proper sanitary, hygienic and technical condition (excluding vandalism), e) Providing specialized containers for the collection of textiles and used clothing, f) Collection of waste from selective municipal waste collection campaigns specified by the Contracting Authority, g) Ongoing servicing of display cabinets for waste electrical and electronic equipment, including emptying them and maintaining them in proper sanitary, hygienic and technical condition (excluding vandalism). The estimated total contract covers 69,000 Mg of municipal waste over 36 months. The detailed description of the subject matter of the contract is set out in: - description of the subject matter of the contract – Annex No. 5 to the SWZ, - draft contractual provisions – Annex No. 4 to the SWZ. All requirements specified in the documents indicated above constitute minimum requirements, and compliance with them is mandatory. Failure to meet the aforementioned minimum requirements will result in rejection of the tender as non-compliant with the procurement conditions pursuant to Article 226(1)(5) of the Pzp Act. The Contracting Authority requires that the offered service, including all ICT products, ICT services and ICT processes used to perform the contract, both as main elements and as components, environmental elements, service provision or accompanying solutions, must not include: • ICT products, ICT services or ICT processes indicated in the recommendation referred to in Article 33(4) of the Act of 5 July 2018 on the national cybersecurity system, finding that they have a negative impact on the fundamental national security interest; • an ICT product whose type has been specified in the decision recognizing a supplier as a high-risk supplier, referred to in Article 67b(15) of the Act of 5 July 2018 on the national cybersecurity system, nor ICT services or ICT processes specified in that decision. Failure to meet the above requirement will result in rejection of the tender, as applicable, pursuant to Article 226(1)(17) or (19) of the Pzp Act. The Contracting Authority provides for the award of a contract consisting in the repetition of similar services, as referred to in Article 214(1)(7) of the Act. Scope of the services envisaged for award: The contracts will consist in the repetition of the same services described in the basic contract. The Contracting Authority envisages that the value of the contract planned for award may amount to a maximum of 20% of the value of the basic contract. Conditions under which the contract (repetition of similar services) will be awarded: - if the amount referred to in § 5 of the contract is exhausted, - if the procedure for awarding the next contract under the open procedure is prolonged, which shall also be understood to include the failure to conclude the proceedings under such a procedure; - the award of the contract will be preceded by a negotiated procedure without prior publication, following negotiations with the Contractor, - unit remuneration rates will be subject to negotiation.
