A. Scope of the service (subject matter of the contract) 1. The subject matter of the contract is the performance of a comprehensive service consisting of loading onto a means of transport and transporting to the destinations the following types of waste originating from residential and non-residential properties: • unsorted (mixed) municipal waste, • waste collected separately on individual properties and in publicly accessible places, i.e.: bio-waste, ash, glass, paper, metals and plastics, • other waste collected separately in areas serviced by the Contracting Authority, i.e. medicines, batteries, radio and television equipment and household appliances, bulky waste, renovation/construction waste, etc. 2. The service concerns waste in the following collection system: • in household containers (80L, 110L, 120L, 140L, 240L, 1100L), • in skips (capacity from 2 m³ to 35 m³), • in publicly accessible containers (bell type, mesh type, wheeled container – 1100L), • in specialist containers for collecting medicines and batteries, • in bags according to waste type (mixed municipal waste, metals and plastics, glass, paper, bio-waste, ash, renovation and construction waste), • at Municipal Selective Waste Collection Points (containers, skips, loose waste), • the so-called “kerbside collection” for the organised bulky-waste collection system. 3. The service includes monitoring the compliance of the routes designated by the Contracting Authority with the actual conditions in the field and reporting any irregularities concerning: • the type of container/skip indicated, • the number of containers indicated, • the type of waste collected, • the sanitary condition of the collection site, • compliance with waste-separation rules, • the technical condition of waste containers. 4. The service includes ongoing replacement and relocation of containers in the field (replacement of damaged containers, provision of new ones, relocation, delivery to distribution points, labelling of containers, delivery of containers intended for disposal, collection of containers for current needs from the central warehouse located in Bełchatów at ul. Przemysłowa, and supplying property owners with bags intended for waste collection – as commissioned by the Contracting Authority). When replacing containers, the Contractor should take their technical and sanitary condition into account, i.e. replace a damaged component where necessary, e.g. the lid or wheels, or wash the container before placing it at the property, so that the container delivered is undamaged, clean and aesthetically presentable. 5. The service includes the distribution of waste collection schedules (so-called calendars) and other information materials to each property in the municipalities indicated by the Contracting Authority, within the specified deadlines and in accordance with the guidelines and rules established by the municipality concerned. The schedules and information materials will be provided by the Contracting Authority. 6. Detailed technical conditions for the performance of the service are contained in Annex No 1 to the invitation and the contract. B. Technical conditions for the performance of the service Assumptions: • Vehicle fleet – Annex No 1 to the invitation and the contract specifies the number of vehicles to be provided by the Contracting Authority and how many fleet units for a given area the Contractor is required to provide, • The rules for making the vehicles referred to in Annex No 1 to the invitation and the contract available for use will be governed by a separate agreement concluded between the Contracting Authority and the Contractor, • Waste will be delivered to locations indicated by the Contracting Authority on the basis of concluded contracts and in accordance with the applicable provisions of law. C. Lease rent The amount of lease rent for the vehicles covered by the lease was determined according to the age of the vehicle and the engine type: 1. Vehicles with diesel engines: a) Heavy goods vehicles, model years 2021 and newer – PLN 1 200/month; b) Heavy goods vehicles, model years 2018 to 2020 – PLN 1 000/month; c) Heavy goods vehicles, model years 2015 to 2017 – PLN 900/month; d) Heavy goods vehicles, model years 2012 to 2014 – PLN 800/month; e) Heavy goods vehicles, model years 2011 and older – PLN 700/month; f) Light commercial vehicles – PLN 300/month regardless of model year. 2. CNG-powered vehicles: a) heavy goods vehicles – PLN 1500, b) light commercial vehicles – PLN 600. 3. Electric vehicles: a) heavy goods vehicles – PLN 2000, b) light commercial vehicles – PLN 800. D. Other obligations The Contractor undertakes to bear the costs of repairing mechanical damage caused by improper operation of equipment such as: GPS devices, cameras, tablets (driver panels), RFID antennas and equipment used to operate vehicle scales owned by the Contracting Authority and installed in vehicles used by the Contractor. The above applies both to equipment installed in the Contracting Authority’s vehicles and in the Contractor’s vehicles. For each instance of destruction of the aforementioned equipment, the Contracting Authority will charge the Contractor an amount equivalent to the cost of repairing or purchasing new equipment together with its installation, based on an invoice. Detailed technical conditions for the performance of the service, broken down by individual areas, are set out in Annex No 1 to the invitation. Procedure: neg-wo-call.
