Opportunity description

The procedure is conducted in accordance with the provisions of the Act of 11 September 2019, Public Procurement Law (Journal of Laws of 2026, item 793), hereinafter referred to as the Pzp Act. The procedure is conducted as an open tender pursuant to Art. 132 of the Pzp Act. The subject matter of the contract comprises the following services: a) collection, transport and disposal of post-consumer waste in Karczew, Otwock County; b) rental and servicing of sanitary and hygiene facilities in Karczew, Otwock County; c) collection and removal of municipal waste in Karczew, Otwock County; d) rental of sanitary toilets and occasional-use washbasins for the needs of Military Unit No. 6021; divided into 5 (five) lots. Common Procurement Vocabulary (CPV) code: 90511000 - 2 Municipal refuse collection services, 90533000 - 2 Waste-tip management services, 90460000-9 Cesspool or septic tank emptying services and sewage treatment construction services, 90480000-5 Sewerage management services. A detailed description of the subject matter of the contract is set out in Annexes No. 1, 1.1 - 1.5 and No. 4.1. – 4.5. to the SWZ, i.e.: Tender Form together with the Assortment and Price Specification and Draft Contractual Provisions. The Contracting Authority permits the submission of tenders for individual lots, each of which will be evaluated separately by the Contracting Authority in accordance with the rules described in the SWZ. The contract has been divided into lots in accordance with the description contained in Annexes No. 1.1 - 1.5. to the SWZ. Each Contractor may submit a tender for any selected lot/lots. The Contracting Authority requires a tender to be submitted for all required items listed in Annexes No. 1.1. – 1.5. to the SWZ. The Contracting Authority does not reserve the possibility of applying for the award of the contract exclusively to Contractors referred to in Art. 94(1) of the Pzp Act, i.e. those having the status of a sheltered workshop, social cooperatives and other Contractors whose main objective, or the main objective of the activities of their organisationally separate units that will perform the contract, is the social and professional integration of socially marginalised persons. [applies to Lot I of the contract] The Contracting Authority requires the Contractor or Subcontractor to employ at least 2 (two) persons under an employment contract to perform the specified activities within the scope of performance of the subject matter of the contract, i.e.: activities consisting of the collection and removal of post-consumer waste, if the performance of these activities constitutes work performed in the manner specified in Art. 22 § 1 of the Act of 26 June 1974 – Labour Code. [applies to Lot II of the contract] The Contracting Authority requires the Contractor or Subcontractor to employ at least 2 (two) persons under an employment contract to perform the specified activities within the scope of performance of the subject matter of the contract, i.e.: activities consisting of servicing shower and washbasin containers, toilet, shower and washbasin containers, and toilet and washbasin containers for the purpose of sanitary and hygiene provision, if the performance of these activities constitutes work performed in the manner specified in Art. 22 § 1 of the Act of 26 June 1974 – Labour Code. [applies to Lot III of the contract] The Contracting Authority requires the Contractor or Subcontractor to employ at least 2 (two) persons under an employment contract to perform the specified activities within the scope of performance of the subject matter of the contract, i.e.: activities consisting of servicing portable VIP sanitary cabins and freestanding washbasins for the purpose of sanitary and hygiene provision, if the performance of these activities constitutes work performed in the manner specified in Art. 22 § 1 of the Act of 26 June 1974 – Labour Code. [applies to Lot IV of the contract] The Contracting Authority requires the Contractor or Subcontractor to employ at least 2 (two) persons under an employment contract to perform the specified activities within the scope of performance of the subject matter of the contract, i.e.: activities consisting of the collection and removal of municipal waste, if the performance of these activities constitutes work performed in the manner specified in Art. 22 § 1 of the Act of 26 June 1974 – Labour Code.
