I.SUBJECT MATTER OF THE CONTRACT:1.The subject matter of the contract is the removal of hazardous and non-hazardous waste located on the property at Szołajdy 18(Chodów municipality, Koło county, Greater Poland voivodeship),registered plot no. 210/1, Szołajdy cadastral district - hereinafter referred to as the “Property”, collected and stored: 1)in two farm buildings (hereinafter referred to as the “Buildings”), 2)outside the Buildings on the ground, 3)outside the Buildings buried over an area of approximately 126 m2; (hereinafter referred to as the “Waste”), placed in various types of containers (including barrels of various capacities, IBC containers, etc.) and in bulk in an amount of up to 200.00Mg, and subjecting it to final recovery processes appropriate to the properties of the Waste, and, in the case of Waste for which recovery is not possible, subjecting it to final disposal processes. The Waste must be delivered directly to the installation, without storage. 2.The detailed description of the subject matter of the contract is provided in the Description of the subject matter of the contract-Appendix no.1toSWZ and the draft contract-Appendix no.5toSWZ. 3. The Contracting Authority does not permit the submission of partial tenders. II.COMMUNICATION:1. In the public procurement procedure, communication between the Contracting Authority and Contractors takes place using the e-Zamówienia Platform, which is available at https://ezamowienia.gov.pl. In exceptional cases, communication by e-mail is permitted at: przetargi@chodow.pl - this does not apply to the submission of tenders/requests to participate in the procedure.2. A Contractor intending to participate in the public procurement procedure must have a “Contractor” entity account on the e-Zamówienia Platform. Detailed information on setting up entity accounts and the rules and conditions for using the e-Zamówienia Platform are set out in the Regulations for using the e-Zamówienia Platform, available at https://ezamowienia.gov.pl, and in the information provided under the “HelpCentre” tab. 3.The minimum technical requirements for equipment used to access the services of the e-Zamówienia Platform and information concerning connection specifications are set out in the Regulations for using the e-Zamówienia Platform.Detailed information on setting up entity accounts and the rules and conditions for using the e-Zamówienia Platform are set out in the Regulations for using the e-Zamówienia Platform, available at https://ezamowienia.gov.pl, and in the information provided under the “Help Centre” tab.Contractors applying for the award of the contract are required to familiarise themselves with the content of these Regulations and information and then to proceed in accordance with the instructions contained in these documents.A Contractor’s participation in this procedure signifies its acceptance of these Regulations and information.4.In the event of technical problems and failures related to the operation of the e-Zamówienia Platform, users may use the technical support available at telephone number+48224587799 or electronically via the form provided at https://ezamowienia.gov.pl under the “Report a problem” tab.5.Communication in the procedure, excluding the submission of tenders/requests to participate in the procedure, takes place electronically via the communication forms available under the “Forms” tab (“Communication forms”).In particular, requests and notifications are transmitted, questions are asked, and answers are provided via the “Communication forms”.The maximum size of files transmitted via the “Communication forms” is 25 MB(this size applies to files transmitted as attachments to a single form).6.The Contractor submits its tender via the e-Zamówienia Platform, through the “Tenders/requests” tab,visible in the procedure preview after logging in to the Contractor’s account.After selecting the “Submit tender” button, the system displays a tender submission window enabling electronic documents to be transmitted, containing two drag&drop fields for adding files.The maximum total size of files constituting the tender or submitted with the tender is 250MB.7.Where electronic documents in the procedure or competition, transmitted using electronic means of communication, contain information constituting a trade secret within the meaning of the provisions of the Act of16April1993on Combating Unfair Competition, the Contractor, in order to maintain the confidentiality of such information, transmits it in a separate and appropriately marked file, while also including in the file name “Document constituting a trade secret”.8.The tender shall be submitted, under pain of invalidity, in electronic form or in electronic format bearing a trusted signature or personal signature.9.Selection criteria evidence and other documents or declarations drawn up in a foreign language shall be submitted together with a translation into Polish (in case of doubt, the Polish-language version shall be deemed binding).10.The method of preparing electronic documents must comply with the requirements specified in the Regulation of the President of the Council of Ministers of30December2020 on the method of preparing and transmitting information and the technical requirements for electronic documents and electronic means of communication in a public procurement procedure or competition, and the Regulation of the Minister of Development,Labour and Technology of23December2020 on selection criteria evidence and other documents or declarations that the contracting authority may require from the contractor.Additional information on preparing electronic documents can be found in point 12.3 of the SWZ.The Contracting Authority recommends using the following data formats:.pdf,.docx,.doc or .odt.
