Poland – Refuse and waste related services – Provision of services for the collection, transport and disposal of medical waste and non-hazardous waste for a period of 24 months.

Opportunity description

1. The subject matter of the contract is the provision of services for the collection, transport and disposal of medical waste and non-hazardous waste for the Międzyleski Specialist Hospital in Warsaw. 2. The service includes the collection, transport and disposal of the following waste from group 18 01 (in accordance with the Regulation of the Minister of Climate of 2 January 2020 on the waste catalogue). a) CODE 18 01 01 – Surgical and procedural instruments and their remains (excluding 18 01 03) – in the amount of 0.20 Mg annually, b) CODE 18 01 02 – Body parts and organs, and blood containers and preservatives used for its storage (excluding 18 01 03) – in the amount of 4.0 Mg annually, c) CODE 18 01 03 – Other waste containing viable pathogenic microorganisms or their toxins and other forms capable of transferring genetic material, which are known or reliably believed to cause disease in humans and animals (e.g. infected incontinence briefs, sanitary pads, underpads), excluding 18 01 80 and 18 01 82 – in the amount of 250.00 Mg annually, d) CODE 18 01 06 – Chemicals, including chemical reagents, containing hazardous substances – in the amount of 1.0 Mg annually, e) CODE 18 01 08 – Cytotoxic and cytostatic medicines – in the amount of 0.10 Mg annually, f) CODE 18 01 04 – Waste other than that specified in 18 01 03 (e.g. dressings made of fabric or plaster, bedding, disposable clothing, diapers) – in the amount of 0.10 Mg annually, g) CODE 18 01 09 – Medicines other than those specified in 18 01 08 – in the amount of 0.020 Mg annually. 3. The service includes the provision of ADR advisory services in accordance with the applicable regulations. The Adviser’s duties include: a) supervising compliance with the requirements concerning the transport of dangerous goods in the given undertaking, b) advising the undertaking on the transport of dangerous goods and preparing an annual report on the undertaking’s activities relating to the transport of dangerous goods, c) monitoring other practices and procedures related to the undertaking’s activities 4. The ADR Adviser must possess all current and required documents/certificates. The Contractor is obliged:  To possess the relevant authorisations for their transport, storage and disposal, or to have, for the period during which the contract is in force, a current agreement with a company engaged in transport, storage and disposal.  To collect medical waste, which shall take place every 72 hours between 700 and 1200 from the designated medical waste storage facility at the Międzyleski Specialist Hospital in Warsaw.  To collect the waste using a means of transport adapted for this purpose.  To exercise due diligence in performing the obligations under the contract.  To perform the service, which must be carried out in accordance with the applicable laws in this regard. - To treat medical waste originating from the Contracting Authority’s facilities at a disposal plant with available processing capacity located within the voivodeship in which the waste was generated. It is permissible to treat waste originating from the Contracting Authority’s facilities within a voivodeship other than that in which it was generated, at the nearest installation, if there is no installation for treating such waste within the given voivodeship or if the existing installations have no available processing capacity. - To ensure that medical waste is disposed of at a disposal plant with a capacity sufficient to treat the waste collected from the Contracting Authority. 5. The Contracting Authority does not permit the submission of partial tenders within the assortment specified in the Pricing Form. 6. The Contracting Authority does not permit the submission of variant tenders. 7. Each Contractor has the right to submit only one tender. The submission by one Contractor of more than one tender or of a tender containing alternatives shall result in the rejection of all tenders submitted by that Contractor. 8. The contract shall be performed for a period of 24 months from the date of conclusion of a valid contract with the Contractor selected as a result of the public procurement procedure. 9. The payment period is 60 days from the date of a correctly issued invoice delivered to the Contracting Authority. 10. Tenders will be evaluated on the basis of the criteria described in Chapter XVI of this SWZ. 11. The draft contractual provisions constitute Annex No 1 to the SWZ, which is an integral part of this documentation. The provisions contained in the SWZ shall be treated as conditions for the award of the contract. 12. Subcontracting 1. The Contractor may entrust the performance of part of the contract to subcontractors, 2. The Contractor is obliged to indicate in the tender the parts of the contract that it intends to entrust to subcontractors, specifying the subcontractors’ companies. 3. The Contracting Authority states that it does not reserve the personal performance by the contractor of key parts of the contract. 4. If the Contracting Authority determines that grounds for exclusion apply to a given subcontractor, the contractor is obliged to replace that subcontractor or refrain from entrusting the performance of part of the contract to the subcontractor. 5. Entrusting the performance of part of the contract to subcontractors does not release the Contractor from responsibility for the proper performance of the contract. Procedure: open.
