Opportunity description

4.1 The subject of the contract is the “Provision of municipal waste collection and management services for waste generated within the Municipality of Konopiska from owners of properties inhabited by residents”. 4.2 The subject of the contract is the collection and management of municipal waste generated and collected at all properties inhabited by residents, located within the administrative boundaries of the Municipality of Konopiska. The scope of the contract includes the collection and management of the entire stream of municipal waste transferred by owners of properties located within the territory of the aforementioned municipality and inhabited by residents, in a manner ensuring the achievement of appropriate levels of recycling, preparation for reuse and recovery by other methods, as well as limiting the mass of biodegradable municipal waste sent to landfill as part of the entrusted task. A detailed description of the subject of the contract (OPZ) is contained in Appendix No. 1a to the SWZ. 4.3 The Contractor’s basic obligations include: 1) collecting and managing the entire stream of municipal waste transferred by owners of properties located within the Municipality of Konopiska and inhabited by residents, in accordance with the waste collection schedule approved by the Contracting Authority, 2) handling waste in accordance with the waste management principles set out in the Act of 14 December 2012 on waste, environmental protection requirements and the Waste Management Plan for the Silesian Voivodeship, 3) striving to achieve, in accordance with Article 3b(1) and Article 3c(1) of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities and the implementing regulations to the aforementioned Act, the established levels of recycling, preparation for reuse, recovery by other methods, and limiting the mass of biodegradable municipal waste sent to landfill as part of the entrusted task, 4) using specialized vehicles and ensuring a sufficient number of such vehicles to guarantee the timely and high-quality performance of the material scope of the service, 5) having a vehicle location monitoring system and providing the Contracting Authority with unrestricted access to that system, 6) enabling representatives of the Contracting Authority to comprehensively inspect the manner in which the Contractor performs the service, 7) timely submission of monthly reports and reports required from the Contractor pursuant to the Act of 13 September 1996 on maintaining cleanliness and order in municipalities. 8) Equipping waste collection areas in multi-unit buildings with the necessary collection containers and providing property owners with the necessary bags, 9) Managing the collected waste by transferring it for recovery or disposal in accordance with applicable law. Mixed municipal waste (code 20 03 01) must be transferred to the municipal waste treatment installations specified by the Contractor in the tender. If the aforementioned waste is transferred to substitute installations, the Contractor is required to submit a document confirming the municipal installations’ refusal to accept the waste. The document must be submitted together with the waste transfer notes. 10) Submitting a report on service performance once a month: • delivery of waste transfer notes compliant with the Regulation of the Minister of the Environment of 02 January 2020 on the waste catalogue. provision of information on the quantity, size and location (property address) of emptied containers holding mixed waste (code 20 03 01), • provision of information on the quantity, size, type and location (property address) of collected bags and emptied containers holding segregated waste, • provision of information on the mass (Mg) and type (waste code and name) of waste collected from properties, • provision of information on the mass (Mg) and type (waste code and name) of waste collected from the selective municipal waste collection point, • provision of information on the quantity of each type of bag collected for the selective collection of municipal waste, 11) Submitting reports on service performance concerning the mass of municipal waste collected from property owners, pursuant to Article 9n of the Act on maintaining cleanliness and order in municipalities, 12) Submitting, by 31 January following the end of the calendar year, a document containing detailed calculations of the achieved levels of: • recycling and preparation for reuse of the following municipal waste fractions: paper, metals, plastics and glass, • recycling, preparation for reuse and recovery by other methods of non-hazardous construction and demolition waste constituting municipal waste, • limiting the mass of biodegradable municipal waste sent to landfill.
