Opportunity description
1. The subject matter of the contract is the provision of services involving: a) the collection and management of municipal waste from inhabited properties and from properties on which summer houses or other properties used for recreational and leisure purposes are located in the Strumień municipality, b) equipping and operating the Selective Municipal Waste Collection Point on land belonging to the Strumień municipality, hereinafter referred to as PSZOK, and managing the waste collected (accepted) at the Point. 2. A detailed description of the subject matter of the contract is provided in Annex No. 1 to this SWZ. 3. The Contractor is obliged to organize the collection of municipal waste in accordance with the Waste Act, the Regulations on maintaining cleanliness and order in the Strumień municipality, adopted by Resolution No. XV.100.2025 of the Strumień Municipal Council of 26 June 2025 (Journal of Laws of the Silesian Voivodeship 2025, item 4302), hereinafter referred to as the Regulations, and Resolution No. XX.179.2016 of the Strumień Municipal Council of 25 May 2016 on defining the detailed manner and scope of providing services for the collection of municipal waste from owners of properties inhabited by residents and the management of such waste in exchange for the municipal waste management fee paid by the property owner (Official Journal of the Silesian Voivodeship of 2021, item 6179, as amended), together with amending Resolution No. XVI.115.2025 of the Strumień Municipal Council of 28 August 2025 (Official Journal of the Silesian Voivodeship of 2025, item 5208). 4. A mixed municipal waste collection system (bags and containers) applies in the Strumień municipality. Municipal waste will be collected directly from properties inhabited by residents and from properties on which summer houses or other properties used for recreational and leisure purposes are located, divided into: a) waste originating from selective waste collection, collected as follows: - the waste fraction – paper, comprising paper waste, including cardboard, paper packaging waste and cardboard packaging waste – in blue containers/bags marked “Paper”; - the waste fraction – glass, comprising glass waste, including glass packaging waste – in green containers/bags marked “Glass”; - the waste fraction – metals and the waste fraction – plastics, comprising metal waste, including metal packaging waste, plastic waste, including plastic packaging waste, and multi-material packaging waste – in yellow containers/bags marked “Metals and plastics”; - the biowaste fraction – in brown containers marked “Bio”; - ash from domestic furnaces: in grey containers marked “Ash”.”; classified under code ex 20 01 99 or ex 20 03 99”, b) unsorted (mixed) municipal waste, collected in containers with a capacity of at least 120 l, c) furniture and other bulky waste (excluding construction and demolition waste), waste electrical and electronic equipment. 5. The Contractor’s obligations will also include, among other things: a) collecting waste placed in containers or bags (the bag system applies exclusively to the following waste fractions: paper, glass, metals and plastics), b) collecting batteries and accumulators used in household radio/television and household appliances, c) collecting waste cytotoxic and cytostatic medicines (20 01 31*) and medicines other than those mentioned in 20 01 31* (20 01 32), d) transporting and transferring waste (the complete catalogue is contained in the OPZ constituting Annex No. 1 to the SWZ). 6. The quantity of municipal waste generated by households in the Strumień municipality, expected to be collected directly from outside the properties and managed during the term of the contract, calculated on the basis of reports from businesses collecting municipal waste in the Strumień municipality, during the term of the contract (i.e. 12 months), is approximately 4.238,00 Mg. 1.
