Opportunity description

1. The subject of the contract is the successive collection, transport and management, through recovery or disposal, of stabilised material following biological treatment in an MBP facility, i.e. waste code 19 05 99 – other wastes not otherwise specified, generated at the Contracting Authority’s facility. The proposed management method must be carried out in accordance with the waste management hierarchy, in particular the recovery or disposal processes described in Annexes No 1 and No 2 to the Act of 14 December 2012 on waste (consolidated text: Journal of Laws 2023, item 1587, as amended). The waste covered by this contract will be managed in facilities for which the Contractor holds decisions authorising it to conduct activities involving the treatment of this waste. The stabilised material that is the subject of the contract is produced in the mechanical-biological waste treatment process and is generated from the undersize fraction <80 mm and from post-sorting residue of the 80-300 mm fraction. The composition of the waste constituting the input material for the aerobic stabilisation process primarily comprises kitchen and garden waste originating from mixed municipal waste, contaminated and damp textiles originating from the unsorted (mixed) municipal waste fraction, paper waste not constituting a commercial fraction, multi-material waste, plastics, biodegradable film waste and mineral waste, including sand, soil, fine glass cullet, etc. The waste is practically free of ferrous and non-ferrous metals as a result of undergoing magnetic and eddy-current separation. The waste will be prepared by the Contracting Authority as follows: a) In the first stage, the waste constituting the input material in the aerobic stabilisation process undergoes intensive aerobic stabilisation in composting tunnels for a period of at least 14 days. The process is automated, with continuous measurement of the input material’s temperature, aeration and humidification. During this phase of the process, the material is turned once in order to prevent clogging. b) After completion of the first stage, the waste is transported to the stabilised material maturation yard, where for a period of at least 6 weeks it undergoes an oxygenation process through turning and is maintained at the appropriate moisture level until the appropriate parameters are achieved. Then, after completion of the stabilisation process, the waste is prepared for collection in the mature compost/stabilised material yard. c) It is established that the waste constituting the subject of the contract will be transferred to the recipient only if the requirements specified in §3(2) of the Regulation of the Council of Ministers of 22 December 2017 on unit rates of fees for the use of the environment (Journal of Laws of 2017, item 2490) are met. Compliance of the stabilised material with the parameters will be confirmed by laboratory tests performed once a month, with samples for testing collected by a representative of that laboratory. The test results will be made available to the recipient for inspection before the sales order is sent and will subsequently be provided to the recipient as a copy certified as a true copy of the original after the end of the month in which the collection of the given batch was carried out. Waste will be collected from the premises of the Municipal Waste Disposal Facility in Puławy at ul. Dęblińska 96 on working days, i.e. Monday to Friday between 7.00 and 17.30, in the quantity specified in the sales order sent by the Contracting Authority’s representative by e-mail to the Contractor’s representative. Collection will take place within 2 working days from the date on which the sales order is sent. The waste will be prepared by the Contracting Authority for collection in bulk. Loading of the waste is the responsibility of the Contracting Authority. Transport of the waste is the responsibility of the Contractor. The waste collected by the Contractor will be weighed on a certified vehicle weighbridge located at the Contracting Authority’s Facility at ul. Dęblińska 96 in Puławy. The Contracting Authority will prepare the record-keeping documents for each batch of waste collected by the Contractor through an individual account in the Database on Products and Packaging and on Waste Management (BDO), in accordance with the rules specified in the provisions of the Act of 14 December 2012 on waste (consolidated text: Journal of Laws 2023, item 1587, as amended).
