Poland – Road-repair works – “Modernization of roads and the water supply network in Łódź” – framework agreement

Opportunity description

1. The subject of the contract is the conclusion of a framework agreement for construction works involving the modernization of roads and the water supply network in Łódź, divided into tasks: 1) Task 1: Modernization of roads in Łódź – ZDiT Task. The purpose of concluding the framework agreement for Task 1 is to successively award specific contracts for the performance of construction works related to the modernization of roads in the city of Łódź. The scope of works includes modernization of the road right-of-way, including: preparatory and demolition works, base courses, surfaces, road traffic safety equipment, street elements, roadside greenery, road drainage, teleinformation and telecommunications works. “Modernization” of the road right-of-way shall mean reconstruction, construction or renovation (within the meaning of the Construction Law Act), depending on the subject of the specific contract. 2) Task 2: Modernization of the water supply network in Łódź – ZWiK Task. The purpose of concluding the framework agreement for Task 2 is to successively award specific contracts for the performance of construction works related to the modernization in the city of Łódź of the water supply network made of ductile iron pipes, together with service connections made of PE and cast iron, with diameters from 100 mm to 250 mm. The listed networks will be constructed mostly in trenches and partly using trenchless technologies. “Modernization of the water supply network” shall mean the reconstruction, construction or renovation of this network, depending on the subject of the specific contract. As part of the modernization of the water supply network, it will also be necessary to restore surfaces outside the road right-of-way (e.g. after the reconstruction of service connections); moreover, the simultaneous reconstruction of underground infrastructure or other accompanying works may also be necessary. 2. The “anticipated quantities” specified in the pricing form – framework cost estimate for Task 1 and the estimated number of labor hours for Task 2 are indicative quantities. The Contracting Authority reserves the right to modify individual items of the pricing form – framework cost estimate and the number of labor hours by decreasing/increasing the anticipated quantities, within the amounts specified in Chapter 2, point 6.1 of the Terms of Reference (SWZ). 3. The Contracting Authority informs that construction works carried out under specific contracts will be settled as follows: 1) Tasks within the scope of the ZDiT Contracting Authority – measurement-based settlement, 2) Tasks within the scope of the ZWiK Contracting Authority – lump-sum settlement. 4. The exact location and scope of the works and the deadline for their completion will be specified separately for each specific contract. In addition, for each specific contract, the Contracting Authority will separately specify the amount of the required third-party liability insurance policy, which the Contractor selected to perform the specific contract will be required to submit to the Contracting Authority before signing the specific contract, in accordance with the provisions of § 17 of the specific contract constituting appendices No. 4a and 4b to the framework agreement. 5. The subject of the contract must be performed in accordance with the Description of the Subject of the Contract, constituting appendix No. 8 to the SWZ, and the draft framework agreement with appendices, contained in appendix No. 9 to the SWZ.
