Opportunity description
1. The existing Voivodeship Road No. 841 Cyców–Wierzbica–Staw on the sections from km 15+540 to km 18+340 and from km 19+900 to km 21+000 is a class Z road. On the above-mentioned sections, it has a 6.0 m-wide bituminous carriageway with earth shoulders approximately 1.00 m wide. The section scheduled for renovation has a bituminous surface in poor technical condition as a result of many years of use, requiring urgent repair works. The section in question has fatigue alligator and longitudinal cracking, thermal cracking, permanent viscoplastic and structural deformations (unevenness), and patches from repairs to sections of the pavement; the standard parameters have not been maintained. The existing shoulders are deformed and impede the proper drainage of rainwater. 2. The scope of works includes, among other things: - Surveying works. - Corrective milling of the bituminous pavement to a thickness of up to 4.0 cm. - Mechanical cleaning of the pavement and interlayer spraying with asphalt emulsion. - Construction of a 6 cm-thick binder course of AC 16 W asphalt concrete. - Construction of a 4 cm-thick wearing course of AC 11S asphalt concrete. - Height adjustment to the new pavement of existing access roads with bituminous surfaces using mineral-asphalt mixture within the road right-of-way. - Height adjustment to the new pavement of existing access roads with earth surfaces using reclaimed bituminous material within the road right-of-way. - Height adjustment to the new pavement of existing access roads with paving-block surfaces within the road right-of-way. - Shoulders of reclaimed asphalt/0–31.5 mm aggregate, 1.0 m wide and 10 cm thick. - Restoration of road markings. 3. The Contracting Authority does not permit the submission of partial tenders—a detailed justification is provided in the SWZ. 4. The Contracting Authority provides for the requirements indicated in Article 95(1) concerning the employment by the Contractor or subcontractor, under an employment contract, of persons performing the activities referred to in point XXVI.1 of the SWZ. 6. In accordance with Article 139(1) of the Pzp Act, the Contracting Authority will first examine and evaluate the tenders and then assess the eligibility of the contractor whose tender received the highest score, with regard to the absence of grounds for exclusion and compliance with the conditions for participation in the procedure. 7. Contract performance period – 3 months from the date of signing the contract. 8. Tender validity period – 14.10.2026. 9. The Contracting Authority provides for cancellation of the procedure pursuant to Article 257 of the Pzp if the public funds that the Contracting Authority intended to allocate to finance the contract have not been awarded to it. 1. Designed works. 1) Pavement. The road renovation has been designed with reference to the existing parameters—the carriageway width on straight sections is 6.0 m and on horizontal curves is adjusted to the curve parameters. The transverse gradient of the carriageway on straight sections is a 2% crowned gradient; on horizontal curves, the one-way gradient is adjusted to the curve parameters. 2) Pavement structure. - Wearing course of AC11S 50/70 KR 3-4 asphalt concrete, min. 4 cm thick, - Binder course of AC16W 35/50 KR 3-4 asphalt concrete, min. 6 cm thick, - Corrective milling—to a maximum depth of 4.0 cm—is intended to eliminate deformations in the longitudinal and transverse profiles, including local elevations at culverts beneath the road crown, between wheel tracks, and at the carriageway edge. Increasing the milling depth to an extent that could significantly reduce the thickness of the existing structural layers is not permitted. 3) Shoulders. Earth shoulders shall be constructed to a width of 1.0 m and a thickness of 0.10 m using reclaimed asphalt from corrective milling of the pavement and 0–31.5 mm crushed stone aggregate supplied by the Contractor. The subgrade beneath the shoulders should be appropriately profiled. If the subgrade level is too low, it shall be supplemented with soil meeting the requirements for the upper zone of the road body. Excavated material from the shoulder troughs shall be incorporated into the earth shoulders, and any excess shall be managed by the Contractor at its own discretion. Where existing vertical signage and road safety devices conflict with the shoulder construction works, they shall be dismantled and reinstalled, or work in their vicinity shall be performed manually so that the signs and barriers are not damaged. 4) Drainage. The drainage of the above-mentioned sections remains unchanged. The transverse and longitudinal gradients allow water to flow into the existing roadside ditches and combined sewer system. 5) Final remarks. All materials used for the renovation must have current approvals, certificates, or declarations of performance and be approved for use in construction. All structural pavement layers shall be constructed in accordance with the applicable standards and technical specifications for the execution and acceptance of construction works. In areas close to underground utilities, the works shall be performed manually. All works carried out shall be marked and secured in accordance with the applicable regulations. Procedure: open.
