Opportunity description
The subject of the contract is: the transport of pupils to and from (on days on which, in accordance with the regulations governing the organisation of the school year, school classes will be held) schools and preschool centres operated by the Municipality of Dolice, as well as schools and preschools in Barlinek and Stargard, from localities situated within the Municipality of Dolice. The contracting authority will also require the selected tenderer to provide supervision of the pupils being transported while they board and leave the vehicle and during transport. Supervision must be provided by a person other than the driver. The preliminary transport schedule and description of the individual routes are presented in Tables 1 to 4 contained in Annex No 6 to these SWZ. The total average daily length of the routes operated every day, i.e. Routes 1 to 4 covered by the procedure, is approximately 445.16 km (of which, on average per day, Route No 1 – 118 km, Route No 2 – 109.12 km, Route No 3 – 148 km, Route No 4 – 70.4 km). The contracting authority permits the daily route lengths to be changed (increased or decreased) depending on the weekly timetable of school classes at the individual schools, the results of the qualification of pupils participating in projects implemented by the Contracting Authority, and in situations that could not have been foreseen when this tender procedure was commenced. The contracting authority reserves the right to withdraw from the contract in accordance with Article 456 of the PZP Act. The contracting authority will calculate the route length from the place where the service begins (the first stop connected with transport to schools) to the place where the service ends (the last stop connected with transporting pupils home). The contracting authority will refuse payment for travel to the place where the service begins and for the vehicle’s return to its parking (garaging) location. Note: - The contracting authority reserves the right to instruct the selected contractor to perform the service in quantities greater than those specified in Annex No 6 to these SWZ if such a need arises during performance of the contract and the Contracting Authority could not have foreseen it when this tender procedure was commenced. The Contractor will be obliged to perform them and will use the rates adopted in the tender procedure for settlement purposes (the spreadsheet contained in Annex No 6). The instruction referred to above to perform the service in quantities greater than those described in Annex No 6 to the SWZ may not exceed 30% of the route length specified in Annex No 6 (30% applies to the weekly route-length amount). - The contracting authority reserves the right to instruct the selected contractor to perform the service in quantities smaller than those specified in Annex No 6 to these SWZ if such a need arises during performance of the contract and the Contracting Authority could not have foreseen it when this tender procedure was commenced. The Contractor will be obliged to perform them and will use the rates adopted in the tender procedure for settlement purposes (the spreadsheet contained in Annex No 6). The instruction referred to above to perform the service in quantities smaller than those described in Annex No 6 to the SWZ may not exceed 35% of the route length specified in Annex No 6 (35% applies to the weekly route-length amount). The subject of the contract will be the transport of pupils to and from on the following route: the service begins and ends in the locality of Płoszkowo (transport to schools in Stargard) - the service ends in the locality of Płoszkowo, with an estimated average daily route length of approximately 118.00 km. The indicative route is described in Table 1 of Annex No 6 to these SWZ. NOTE: The contracting authority reserves the right to adjust the route and travel times during the term of the contract. The contracting authority requires the vehicle intended for transporting pupils to have no fewer than 17 seats, including: - 1 child transported on the route has a physical disability. The aforementioned child must be transported in a child safety seat or on a booster seat. The contracting authority states that the pupils being transported may occupy seats for able-bodied persons. The contracting authority stipulates that the children transported to school are of school and preschool age. On this route, the contracting authority requires supervision of the pupils being transported while they board and leave the vehicle and during transport. Supervision must be provided by a person other than the driver. The Contractor is obliged to verify whether the persons participating in performance of the contract are listed in the Register of Sexual Offenders, in connection with the Act of 13 May 2016 on counteracting threats of sexual crime and protecting minors (Journal of Laws 2026, item 421). Pursuant to Article 22b of the Act of 13 May 2016 on counteracting threats of sexual crime and protecting minors, in connection with the Act of 28 July 2023 amending the Act – Family and Guardianship Code and certain other acts (Journal of Laws of 2023, item 1606), the Contractor is obliged to have developed and implemented “Standards for the protection of minors”. Furthermore, when performing this task, the Contractor will be obliged to apply the Standards developed and implemented by the Contracting Authority, constituting Annex No 1 to the contract. The subject of the contract will be the transport of pupils to and from on the following route: the service begins and ends in the locality of Ziemomyśl B (transport to schools in Stargard) - the service ends in the locality of Ziemomyśl B, with an estimated average daily route length of approximately 109.12 km, including the following: - transport of 1 child from Mogilica to the Boarding School in Stargard/Kluczewo/ on Monday mornings and collection on Fridays after classes – the average route length on Mondays and Fridays is approximately 112.00 km. - from Tuesday to Friday, the route without transporting the child from Mogilica – average daily route length of approximately 107.20 km. The indicative route is described in Table 2 of Annex No 6 to these SWZ. NOTE: The contracting authority reserves the right to adjust the route and travel times during the term of the contract. The contracting authority requires the vehicle intended for transporting pupils to have no fewer than 17 seats, including: - 1 child transported on the route has a physical disability. The contracting authority requires the vehicle intended for transporting pupils to have no fewer than 14 seats. The contracting authority states that the pupils being transported may occupy seats for able-bodied persons. - 1 place for a person with a disability (i.e. the vehicle must be adapted for transporting persons with disabilities, including wheelchair users). On this route, the contracting authority requires supervision of the pupils being transported while they board and leave the vehicle and during transport. Supervision must be provided by a person other than the driver. The Contractor is obliged to verify whether the persons participating in performance of the contract are listed in the Register of Sexual Offenders, in connection with the Act of 13 May 2016 on counteracting threats of sexual crime and protecting minors (Journal of Laws 2026, item 421). The indicative route is described in Table 4 of Annex No 6 to these SWZ. NOTE: The contracting authority reserves the right to adjust the route and travel times during the term of the contract. The contracting authority requires the vehicle intended for transporting pupils to have no fewer than 49 seats. The contracting authority stipulates that the children transported to school are of school and preschool age. The contracting authority will also require the selected tenderer to provide supervision of the pupils being transported while they board and leave the vehicle and during transport. Supervision must be provided by a person other than the driver. The Contractor is obliged to verify whether the persons participating in performance of the contract are listed in the Register of Sexual Offenders, in connection with the Act of 13 May 2016 on counteracting threats of sexual crime and protecting minors (Journal of Laws 2026, item 421).
