Opportunity description

3.1. The subject matter of the contract is the performance of the task entitled: "Provision of transport services as a subcontractor of a public collective transport operator". 3.2. The subject matter of the contract has not been divided into tasks.  Task No. 2 comprises "Provision of transport services as a subcontractor of a public collective transport operator" in county-municipal passenger transport on bus routes within the meaning of Article 4(1)(5)(a) on routes 781, 782, 783 (Appendix No. 13); 3.3. The Contracting Authority is not dividing the contract into lots due to the fact that this contract is a cancelled part of a larger contract. Further division of the contract into lots is not expedient for technical, organisational and economic reasons. 3.4. The estimated number of vehicle-kilometres for the contract to be performed during the basic term of the Agreement (the estimates are based on the assumption that transport services will operate in accordance with the timetables, and the indicated quantities do not include journeys to and from the routes) at the time of commencement of this procedure is 348.618 km (in words: three hundred forty-eight thousand six hundred eighteen kilometres) during the basic term of the Agreement. 3.5 The Contracting Authority reserves, in particular, the right to request a change in the frequency of operation, the number of journeys on individual routes, or the introduction of modifications to the list of routes indicated in Appendix No. 13 to the SWZ (removal or addition of routes). The modifications introduced may result in a decrease or increase in transport work (number of vehicle-kilometres) by a maximum of 30% (in words: thirty) percent in relation to the estimated number of vehicle-kilometres to be performed during the basic term of the Agreement. 3.6. General information concerning the contract: 1) The subject matter of the contract is the provision of public utility transport services as part of public collective transport in county-municipal passenger transport within the administrative boundaries of the counties and municipalities that are members of the County-Municipal Association „Wielkopolski Transport Regionalny” on bus routes within the meaning of Article 4(1)(5)(a) of the Act on Public Collective Transport (hereinafter the „Transport Services” or the „Service”). 2) The organiser ensuring the operation of public collective transport in the area covered by the subject matter of the contract is the County-Municipal Association „Wielkopolski Transport Regionalny”. The Contractor selected in the procedure for the provision of public utility transport services as part of public collective transport, hereinafter referred to as PTZ, will become a subcontractor of the Contracting Authority, which is the Operator in the counties and municipalities that are members of the Association. 3) The Transport Services will be provided by the Contractor according to the timetables and route diagrams for individual routes supplied by the Contracting Authority. The Contracting Authority assumes that the transport services will be provided on 3 (in words: three) routes, which are regular and publicly accessible routes, described in detail in Appendix No. 13 to the SWZ (Description of Routes), which contains: -route numbers; -timetables; -the courses of individual routes in graphical form; -the estimated number of days per year on which buses will operate on individual routes; -the estimated number of vehicle-kilometres to be performed during the performance of the contract on individual routes. 4)Notwithstanding the provisions of point 3.5 of the SWZ (above), the Contracting Authority guarantees that the number of vehicle-kilometres to be performed during the basic term of the Agreement will amount to a minimum of 50% (in words: fifty percent) of the estimated number of vehicle-kilometres to be performed during the basic term of the Agreement referred to in point 3.4 of the SWZ. 5)The Contractor is obliged to provide the Transport Services on all specified days during the term of the Agreement, in accordance with the timetables currently in force. 6)For the avoidance of doubt, the Parties jointly agree that a journey performed with an overrun of the anticipated travel time specified in the timetable not exceeding 30 (in words: thirty) minutes shall be deemed completed, subject to the exceptions specified in detail in the Agreement. 7)Under the agreement, the Contractor will be obliged to provide services using buses with the parameters specified in the participation condition and in this SWZ. 8)The Contractor will be obliged to install bus stop signs at the stops. 9)The Contracting Authority will equip the Contractor with a system enabling ticket sales (e.g. a fiscal cash register - ticket machine, payment terminal, external readers). A deposit of PLN 4.000 (in words: four thousand) will be required for the equipment of one bus (payable before conclusion of the agreement).
