1. The subject matter of the contract is the supply of 24 260 Mg of sand under the basic contract and 4 852 Mg under the option right for the winter maintenance of provincial roads in the 2026/2027 season to the individual organisational units of Mazowieckie
Opportunity description
1. The subject matter of the contract is the supply of 24 260 Mg of sand under the basic contract and 4 852 Mg under the option right for the winter maintenance of provincial roads in the 2026/2027 season to the individual organisational units of the Mazowieckie Provincial Roads Authority, within the Mazowieckie Voivodeship. The Contracting Authority reserves the possibility of foregoing part of the sand supplies, as the quantity will depend on weather conditions and the related condition of the roads. The above does not require an annex to the contract. The Contractor's minimum remuneration for performance of the contract will not be lower than 10% of the contractual remuneration, regardless of the extent to which the Contracting Authority limits performance of the contract. 2. The Contracting Authority permits the submission of tenders for individual lots. The subject matter of the contract has been divided into 9 lots. Description of the division into lots: LOT 1 – Supply of sand for the winter maintenance of provincial roads to the Gostynin – Płock Road District. LOT 2 – Supply of sand for the winter maintenance of provincial roads to the Ciechanów Road District. LOT 3 – Supply of sand for the winter maintenance of provincial roads to the Grodzisk Mazowiecki Road District. LOT 4 – Supply of sand for the winter maintenance of provincial roads to the Ostrołęka Road District. LOT 5 – Supply of sand for the winter maintenance of provincial roads to the Wołomin – Nowy Dwór Mazowiecki Road District. LOT 6 – Supply of sand for the winter maintenance of provincial roads to the Węgrów – Siedlce Road District. LOT 7 – Supply of sand for the winter maintenance of provincial roads to the Radom Road District. LOT 8 – Supply of sand for the winter maintenance of provincial roads to the Otwock – Piaseczno Road District. LOT 9 – Supply of sand for the winter maintenance of provincial roads to the Garwolin Road District 3. A detailed description of the subject matter of the Contract is contained in the Technical Specification (Part IV of the SWZ). 4. The Contracting Authority does not permit the submission of variants or tenders in the form of electronic catalogues. 5. The Contracting Authority envisages awarding contracts under the option right. 6. The Contracting Authority does not envisage awarding contracts referred to in Art. 214(1)(7) of the Pzp Act in respect of similar supplies. 7. Contract performance period: - stage I – 2 months from 02.11.2026 – 11 200,00 Mg - stage II – 5 months from 02.11.2026 – 13 060,00 Mg - option right – 6 months from 02.11.2026 – 4 852,00 Mg 8. The Contracting Authority envisages applying the so-called reverse procedure referred to in Art. 139(1) of the PZP Act, i.e. the Contracting Authority will first examine and evaluate the tenders and then perform the qualitative selection of the Contractor whose tender was rated highest, with regard to the absence of grounds for exclusion and fulfilment of the conditions for participation in the procedure. 9. Pursuant to Art. 257 of the Pzp, the Contracting Authority envisages the possibility of cancelling this procedure if the public funds that the Contracting Authority intended to allocate to finance all or part of the contract have not been granted to it. 10. The Contractor whose tender has been selected as the most advantageous is required to provide a performance guarantee (hereinafter the "guarantee") amounting to 5% of the total price stated in the tender. 11. Where the description of the subject matter of the contract indicates trademarks, patents or origin, source or a specific process that characterises the product or services provided by a specific contractor, the Contracting Authority permits equivalent solutions. 12. Where the description of the subject matter of the contract refers to standards, European technical assessments, approvals, technical specifications and technical reference systems, the Contracting Authority permits equivalently described solutions.
