Opportunity description
1. The subject matter of the contract is: PROVISION OF COMPREHENSIVE SECURITY SERVICES FOR THE FACILITIES of the Provincial Specialist Hospital of the Blessed Virgin Mary in Częstochowa at 104/118 Bialska St. and 7 PCK St. 2. A detailed description of the subject matter of the contract is contained in Appendix No. 7 to the SWZ. The remaining conditions concerning the performance of the contract have been specified in the Draft contractual provisions, constituting Appendix No. 8 to the SWZ. 3. CPV code: 79710000 - 4 Security services. 4. The subject matter of the contract is round-the-clock security of the Hospital’s property and direct protection of property and persons located on the premises and in the immediate vicinity. 5. The protection of the Contracting Authority’s property will consist of actions by the Contractor to prevent offences against property involving theft, burglary, vandalism, as well as damage resulting from such events. 6. Property protection covers the Contracting Authority’s property located within the Contracting Authority’s facilities. Such property shall be understood to mean, in particular, fixed assets entered in the Contracting Authority’s records and monetary assets located within the protected facility. 7. Preventing unauthorized persons from entering restricted areas of the protected facilities. 8. Staffing 24-hour security posts at the entrance gates in order to inspect vehicles entering and leaving the premises of the Provincial Specialist Hospital of the Blessed Virgin Mary in Częstochowa at 104/118 Bialska St. and 7 PCK St. INFORMATION ON THE CONDITIONS FOR PARTICIPATION IN THE CONTRACT AWARD PROCEDURE: 1. Contractors who meet the conditions for participation in the procedure concerning authorization to conduct a specific business or professional activity, insofar as this follows from separate regulations, may apply for the award of the contract: This condition will be met if the Contractor demonstrates that it holds a valid license to conduct business activity within the scope covered by the contract, i.e. services for the protection of persons and property provided in the form of direct physical protection in accordance with the Act of 22 August 1997 on the protection of persons and property. NOTE: In the case of Contractors jointly applying for the award of the contract (consortium, civil-law partnership), the conditions for participation in the procedure may be met by one Contractor or jointly by all Contractors applying jointly for the award of the contract. 2. In the case of Contractors jointly applying for the award of the contract, the condition referred to above will be met if at least one of the Contractors jointly applying for the award of the contract is authorized to conduct the specific business or professional activity and performs the service for which such authorization is required (Article 117(2) of the PZP). 3. In the case referred to in paragraph 2 above, Contractors jointly applying for the award of the contract shall duly complete, in the tender form, a declaration indicating which services will be performed by each Contractor. 4. Pursuant to Article 118(1) of the PZP Act, the Contractor may not rely on the authorization of other entities to conduct a specific business or professional activity in order to confirm compliance with the condition for participation in the procedure referred to in Chapter VII, paragraph 1, point 2) of the SWZ. 6. Contractors jointly applying for the contract (Article 58(1) of the PZP Act) shall be jointly and severally liable for the performance of the contract and the provision of the performance bond (if applicable), pursuant to Article 445(1) of the PZP Act. INFORMATION ON THE MEANS OF ELECTRONIC COMMUNICATION BY WHICH THE CONTRACTING AUTHORITY WILL COMMUNICATE WITH CONTRACTORS is set out in detail in Chapter X of the SWZ: 1. The procedure is conducted in Polish. 2. Communication in the contract award procedure, including the submission of tenders, exchange of information and transmission of documents or declarations between the Contracting Authority and the Contractor, shall take place using means of electronic communication. 3. In this contract award procedure, the means of electronic communication between the Contracting Authority and the Contractors is the Procurement Platform available at: https://szpitalparkitka.logintrade.net. 4. Use of the Procurement Platform by the Contractor is free of charge. 5. A Contractor intending to participate in this public procurement procedure accepts the conditions of use of the Procurement Platform and is required to comply with the Regulations for use of the Procurement Platform and the User Instructions posted at https://szpitalparkitka.logintrade.net/rejestracja/instrukcje.html 6. In the contract award procedure, the tender and the declaration referred to in Article 125(1) of the Pzp Act shall be submitted, under pain of nullity, in electronic form. 7. To maintain the electronic form of a legal act, it is sufficient to submit a declaration of intent in electronic form and affix a qualified electronic signature to it. 8. A Contractor holding an account on the Procurement Platform has access to the ability to submit, amend and withdraw a tender, as well as functionalities allowing questions (requests for clarification) concerning the content of the SWZ to be asked and communication with the Contracting Authority in other areas. 9. Instructions for registering the Contractor on the Procurement Platform and submitting a tender by means of electronic communication in this procedure are contained in the “User Instructions” posted on the website at: https://szpitalparkitka.logintrade.net/rejestracja/instrukcje.html. 10.
