Opportunity description
1. The subject matter of the contract is the comprehensive provision of a service consisting in providing accommodation, meals and conference facilities for employees of the Scientific and Academic Computer Network – National Research Institute, hereinafter referred to as “NASK PIB” or the “Contracting Authority”, during team trips, hereinafter referred to as a “Trip” or an “Event”. The purpose of the Trips will be to summarise the achievements of the individual organisational units of NASK-PIB and present priorities for the following year. 2. The subject matter of the contract has been divided into 7 (in words: seven) separate Parts. Detailed provisions concerning each part are specified in the tabs concerning the given part. 3. The Detailed Description of the Subject Matter of the Contract for Parts 1-7 is contained in Appendix No. 1 to the SWZ. 4. The Contracting Authority requires that the offered subject matter of the contract, including all ICT products, ICT services and ICT processes used to perform the contract, not include: 1) ICT products, ICT services or ICT processes indicated in the recommendation referred to in Article 33(4) of the Act of 5 July 2018 on the National Cybersecurity System (Journal of Laws of 2026, items 20 and 252), finding that they have an adverse impact on the fundamental interest of state security, 2) an ICT product whose type has been specified in a decision recognising a supplier as a high-risk supplier, as referred to in Article 67b(15) of the Act of 5 July 2018 on the National Cybersecurity System, or an ICT service or ICT process specified in that decision. If the Contractor offers a solution referred to in point 1) or 2) above, the tender will be rejected pursuant to Article 226(1), point 17) or point 19), of the Pzp Act. 5. Contract performance period: 1) The Agreement shall be in force from the date of its conclusion. The Agreement shall expire after 10 working days counted from the date on which the Trip ends, with the Trip to be carried out in the period from 01.10.2026 to 30.11.2026. 2) The preferred date for carrying out the Trip may be changed, of which the Contracting Authority shall inform the Contractor no later than 14 calendar days before the planned start date of the Trip specified in the SOPZ for the given Part of the contract, provided that the new date shall fall within the period from 1 October 2026 to 30 November 2026. In such a situation, the Contractor shall be obliged to carry out the Trip on the new date indicated by the Contracting Authority, without additional remuneration due to the change of date. A change to the performance date of a given part of the contract made within the limits specified above shall not constitute an amendment to the Agreement and shall not require the conclusion of an annex. 6. The Contracting Authority does not permit negotiations aimed at improving the content of tenders submitted in response to the contract notice. 7. Method of evaluating tenders: When selecting the most advantageous tender from among tenders not subject to rejection that were submitted in response to the contract notice, the Contracting Authority shall be guided by the criteria and their weighting and shall evaluate tenders under the tender evaluation criterion referred to in Chapter XIV. The Contracting Authority shall award the contract to the Contractor whose Tender obtains the highest number of points. 8. Pursuant to Article 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine (OJ EU L 229, 31.7.2014, p. 1), as amended by Regulation 2022/57 and Regulation 2025/2033, hereinafter referred to as “Regulation 833/2014”, it is prohibited to award or continue the performance of a public contract to or with the participation of: a) Russian nationals, natural persons residing in Russia, or legal persons, entities or bodies established in Russia; b) legal persons, entities or bodies whose proprietary rights are directly or indirectly owned for more than 50% by a natural or legal person, entity or body referred to in point a); or c) natural or legal persons, entities or bodies acting on behalf or at the direction of a natural or legal person, entity or body referred to in point a) or b), including subcontractors, suppliers or entities whose capacities are relied on within the meaning of Directive 2014/24/EU, where they account for more than 10% of the contract value. 9. Pursuant to Article 222(4) of the Pzp Act, the Contracting Authority states that the amount it intends to allocate to financing the contract in respect of: 1) Part 1 is: PLN 277 039,32 gross, including: For the base contract: PLN 272 039,32 gross, For the contract under the option right: PLN 5 000,00 gross. 2) Part 2 is: PLN 139 383,87 gross, including: For the base contract: PLN 134 383,87 gross, For the contract under the option right: PLN 5 000,00 gross. 3) Part 3 is: PLN 123 377,97 gross, including: For the base contract: PLN 118 377,97 gross, For the contract under the option right: PLN 5 000,00 gross. 4) Part 4 is: PLN 258 291,06 gross, including: For the base contract: PLN 253 291,06 gross, For the contract under the option right: PLN 5 000,00 gross. 5) Part 5 is: PLN 153 149,77 gross, including: For the base contract: PLN 148 149,77 gross, For the contract under the option right: PLN 5 000,00 gross. 6) Part 6 is: PLN 153 149,77 gross, including: For the base contract: PLN 148 149,77 gross, For the contract under the option right: PLN 5 000,00 gross. 7) Part 7 is: PLN 268 153,65 gross, including: For the base contract: PLN 263 153,65 gross, For the contract under the option right: PLN 5 000,00 gross. 1. This part concerns Part No. 1, i.e.: the service for Centre No. 1, where the service is to be performed on 14-15 October 2026, and: 1) Minimum number of Event participants: 135 persons; 2) Maximum number of Event participants: 297 persons; 3) Minimum number of single rooms: 37 rooms; 4) Maximum number of single rooms: 75 rooms; 5) Minimum number of double rooms: 50 rooms (including 1 room adapted to the needs of persons with a severe degree of disability). Here, the Contracting Authority means the free movement/mobility of wheelchair users and appropriate adaptation of the bathroom in this regard); 6) Maximum number of double rooms: 111 rooms; 7) A conference room accommodating a maximum of 297 persons in theatre-style seating. 8) A banquet hall in which a formal served dinner will be held for a maximum of 297 persons (. 9) The usable spaces indicated above must be adapted to the needs of persons with a severe degree of disability; by using the term “adapted” to the needs of persons with a severe degree of disability, the Contracting Authority means a room in which wheelchair users can move around and travel freely, and bathrooms appropriately adapted in this regard. 10) The Contractor shall ensure the provision of the above services in one building or in a complex of interconnected buildings, ensuring the possibility of moving between them without having to go outside. 11) The final number of Event participants and single and double rooms will be sent by email to the address specified in the Contractor’s agreement 14 working days (excluding Saturdays, Sundays and public holidays) before the scheduled Event. 12) Location of the facility where the Event will take place: The facility where the Event will take place should be located in Poland, at a location no more than 280 km from the registered office of NASK-PIB, ul. Kolska 12, 01-045 Warsaw (excluding the city of Warsaw). The distance will be measured using Google Maps car. 5. The Contracting Authority requires that the offered subject matter of the contract, including all ICT products, ICT services and ICT processes used to perform the contract, not include: 1) ICT products, ICT services or ICT processes indicated in the recommendation referred to in Article 33(4) of the Act of 5 July 2018 on the National Cybersecurity System (Journal of Laws of 2026, items 20 and 252), finding that they have an adverse impact on the fundamental interest of state security, 2) an ICT product whose type has been specified in a decision recognising a supplier as a high-risk supplier, as referred to in Article 67b(15) of the Act of 5 July 2018 on the National Cybersecurity System, or an ICT service or ICT process specified in that decision. If the Contractor offers a solution referred to in point 1) or 2) above, the tender will be rejected pursuant to Article 226(1), point 17) or point 19), of the Pzp Act. 6. Contract performance period: 1) The Trips will be carried out during the period from 01.10.2026 to 30.11.2026 on different dates; therefore, the contract has been divided into 7 (in words: seven) separate Parts corresponding to the respective performance dates within the performance date preferred by the Contracting Authority for each part. The date indicated for Part 1, i.e. 14-15 October 2026, is a preferred date, while the Contractor is obliged to ensure that Part 1 of the Contract can be performed during the period from 1 October 2026 to 30 November 2026. 2) The Contracting Authority reserves the right to change the preferred performance date of a given Part of the Contract, provided that the new date falls within the period from 1 October 2026 to 30 November 2026 and does not change the overall nature of the agreement. Together with the change of date, the Contractor will have the option to change the location from the one it indicated in the tender in point 2 to another location meeting the requirements set by the Contracting Authority in this SOPZ, subject to the Contracting Authority’s prior approval of the changed location. 3) The Contracting Authority shall notify the Contractor of the final date for performing a given part of the contract in documentary form, in particular by email, no later than 14 calendar days before the planned start date of the Trip. 7. The Contracting Authority does not permit negotiations aimed at improving the content of tenders submitted in response to the contract notice. 1. Kolska 12, 01-045 Warsaw (excluding the city of Warsaw), and ii. no more than 280 km from the registered office of NASK-PIB, ul. Łukowska 2, 15-373 Białystok (excluding the city of Białystok). 5. The subject matter of the contract is the comprehensive provision of a service consisting in providing accommodation, meals and conference facilities for employees of the Scientific and Academic Computer Network – National Research Institute, hereinafter referred to as “NASK PIB” or the “Contracting Authority”, during a team trip. The purpose of the Trip will be to summarise the organisational achievements of NASK-PIB and present priorities for the following year. 2. The Detailed Description of the Subject Matter of the Contract for Parts 1-7 is contained in Appendix No. 1 to the SWZ and Appendix No. 1 to the SOPZ. 3. The contract has been divided into 7 separate parts. 4. This part concerns Part No. 6, i.e.: the service for Centre No. 6, where the service is to be performed on 1-2 October 2026, and: a) 1) Minimum number of Event participants: 70 persons, b) Maximum number of participants: 155 persons c) Minimum number of single rooms: 15 rooms d) Maximum number of single rooms: 20 rooms e) Minimum number of double rooms: 29 rooms f) Maximum number of double rooms: 68 rooms g) A conference room accommodating a maximum of 155 persons in theatre-style seating h) A banquet hall in which a formal served dinner will be held, accommodating a maximum of 155 persons i) The usable spaces indicated above must be adapted to the needs of persons with a severe degree of disability; by using the term “adapted” to the needs of persons with a severe degree of disability, the Contracting Authority means a room in which wheelchair users can move around and travel freely, and bathrooms appropriately adapted in this regard j) The Contractor shall ensure the provision of the above services in one building or in a complex of interconnected buildings, ensuring the possibility of moving between them without having to go outside. k) The final number of Event participants and single and double rooms will be sent by email to the address specified in the Contractor’s agreement 14 working days (excluding Saturdays, Sundays and public holidays) before the scheduled Event. l) Location of the facility where the Event will take place: The facility should be located in Poland, at a location no more than 280 km from the registered office of NASK-PIB, ul. Kolska 12, 01-045 Warsaw (excluding the city of Warsaw). The distance will be measured using Google Maps Car. 5. The Contracting Authority requires that the offered subject matter of the contract, including all ICT products, ICT services and ICT processes used to perform the contract, not include: 1) ICT products, ICT services or ICT processes indicated in the recommendation referred to in Article 33(4) of the Act of 5 July 2018 on the National Cybersecurity System (Journal of Laws of 2026, items 20 and 252), finding that they have an adverse impact on the fundamental interest of state security, 2) an ICT product whose type has been specified in a decision recognising a supplier as a high-risk supplier, as referred to in Article 67b(15) of the Act of 5 July 2018 on the National Cybersecurity System, or an ICT service or ICT process specified in that decision. If the Contractor offers a solution referred to in point 1) or 2) above, the tender will be rejected pursuant to Article 226(1), point 17) or point 19), of the Pzp Act. 6.
