1. The subject of the tender is the selection of a Contractor who will carry out for the Contracting Authority the expansion of the high-availability server environment together with the data recovery environment and measures increasing the Hospital’s level of cybersecurity
Opportunity description
1. The subject of the tender is the selection of a Contractor who will carry out for the Contracting Authority the expansion of the high-availability server environment together with the data recovery environment and measures increasing the Hospital’s level of cybersecurity as part of the implementation of the project “Implementation of e-services at the Dr Tytus Chałubiński District Hospital in Zakopane”, in three areas covered by the project: 1) Integration and expansion of the healthcare provider’s IT systems, including integration of hospital systems with the P1 system; 3) Measures increasing the hospital’s level of cybersecurity. 4) Implementation of AI solutions and connection to the central medical data repository, including connection to the Intelligent Services Platform (PUI) at the e-Health Centre. 2. The purpose of this procedure is to obtain IT hardware and software with the technical, quality, operational and functional parameters specified in the SWZ, and not to purchase solutions from a specific manufacturer. For these reasons, the Contracting Authority exercised due diligence to ensure that the subject matter of the contract was not described by reference to trademarks, patents or origin, source or a particular process that could result in certain contractors or products being favoured or eliminated. If, despite this, it turns out that such references occur anywhere in the SWZ, they must not be treated as requirements relating to the subject matter of the contract, but must be considered solely as references of an informative nature (not binding on contractors). For these reasons, a tender that does not correspond to such references will not be regarded as non-compliant with the SWZ and will not be rejected for these reasons. 3. This subject matter of the contract constitutes expenditure within the area for the implementation of undertakings under the project entitled: “Implementation of e-services at the Dr Tytus Chałubiński District Hospital in Zakopane”, implemented under the National Recovery and Resilience Plan Programme, Priority: Efficiency, accessibility and quality of the healthcare system – grant component, Measure D1.1.2. Acceleration of the digital transformation processes of healthcare through the further development of digital services in healthcare. 4. In view of the above, the Contracting Authority requires the Contractor to perform this contract in accordance with the DNHS principle at every stage of its implementation, including, in particular, compliance with the principles of sustainable development and social responsibility. 5. The Contractor who wins this procedure and supplies the devices referred to above is required to conduct training in Polish for a minimum of 2 employees of the Contracting Authority in the proper operation and use of the supplied device at the Contracting Authority’s premises upon installation and commissioning. Furthermore, in the case of the supply of electrically powered equipment, the Contractor is required to conduct training on optimising energy efficiency for a minimum of 2 employees of the Contracting Authority, covering elements concerning the regulation and fine-tuning of equipment parameters related to energy use (e.g. standby mode) in order to optimise energy consumption. 6. The conditions for performance of the contract are contained in the draft agreement, which constitutes Annex No. 8 to the SWZ. In area 1 – Integration and expansion of the healthcare provider’s IT systems, including integration of hospital systems with the P1 system, the following must be carried out: 1) expansion of the high-availability server environment together with the data recovery environment in the hospital’s data processing centre, including the supply of: a) server cluster for the virtualisation system – 1 set, b) server cluster for the database system – 1 set, c) server operating systems software package – 1 set, d) server virtualisation system software package – 1 set, e) network switches together with modules and accessories – modernisation of the computer network. The material scope of this part of the contract has been presented in the detailed Description of the Subject Matter of the Contract [hereinafter referred to as the “OPZ”], constituting Annex No. 9 to the SWZ. 2. This subject matter of the contract constitutes expenditure within the area for the implementation of undertakings under the project entitled: “Implementation of e-services at the Dr Tytus Chałubiński District Hospital in Zakopane”, implemented under the National Recovery and Resilience Plan Programme, Priority: Efficiency, accessibility and quality of the healthcare system – grant component, Measure D1.1.2. Acceleration of the digital transformation processes of healthcare through the further development of digital services in healthcare. 3. The conditions for performance of the contract are contained in the draft agreement, which constitutes Annex No. 8 to the SWZ. The material scope of this part of the contract has been presented in the detailed Description of the Subject Matter of the Contract [hereinafter referred to as the “OPZ”], constituting Annex No. 10 to the SWZ. 2. This subject matter of the contract constitutes expenditure within the area for the implementation of undertakings under the project entitled: “Implementation of e-services at the Dr Tytus Chałubiński District Hospital in Zakopane”, implemented under the National Recovery and Resilience Plan Programme, Priority: Efficiency, accessibility and quality of the healthcare system – grant component, Measure D1.1.2. Acceleration of the digital transformation processes of healthcare through the further development of digital services in healthcare. 3. The conditions for performance of the contract are contained in the draft agreement, which constitutes Annex No. 8 to the SWZ. In area 4 – Implementation of AI solutions and connection to the central medical data repository, the following must be carried out: 1) supply of a diagnostic examination storage cluster – 1 set. The material scope of this part of the contract has been presented in the detailed Description of the Subject Matter of the Contract [hereinafter referred to as the “OPZ”], constituting Annex No. 11 to the SWZ. 2. This subject matter of the contract constitutes expenditure within the area for the implementation of undertakings under the project entitled: “Implementation of e-services at the Dr Tytus Chałubiński District Hospital in Zakopane”, implemented under the National Recovery and Resilience Plan Programme, Priority: Efficiency, accessibility and quality of the healthcare system – grant component, Measure D1.1.2. Acceleration of the digital transformation processes of healthcare through the further development of digital services in healthcare. 3. The conditions for performance of the contract are contained in the draft agreement, which constitutes Annex No. 8 to the SWZ. In area 3 – Measures increasing the hospital’s level of cybersecurity, the following must be carried out: 1) supply of a firewall cluster – UTM including Sandbox – 1 set, 2) service involving the implementation and configuration of multi-factor authentication for key users – 1 set, 3) supply of an EDR-class solution to protect workstations and servers – 1 set. This subject matter of the contract constitutes expenditure within the area for the implementation of undertakings under the project entitled: “Implementation of e-services at the Dr Tytus Chałubiński District Hospital in Zakopane”, implemented under the National Recovery and Resilience Plan Programme, Priority: Efficiency, accessibility and quality of the healthcare system – grant component, Measure D1.1.2. Acceleration of the digital transformation processes of healthcare through the further development of digital services in healthcare. 3. The conditions for performance of the contract are contained in the draft agreement, which constitutes Annex No. 8 to the SWZ. In area 3 – Measures increasing the hospital’s level of cybersecurity, the following must be carried out: 1) expansion of the server infrastructure backup system, including the creation of a more secure backup storage system resistant in particular to ransomware threats – 1 set • Data backup software • Server for replication of the backup system. This subject matter of the contract constitutes expenditure within the area for the implementation of undertakings under the project entitled: “Implementation of e-services at the Dr Tytus Chałubiński District Hospital in Zakopane”, implemented under the National Recovery and Resilience Plan Programme, Priority: Efficiency, accessibility and quality of the healthcare system – grant component, Measure D1.1.2. Acceleration of the digital transformation processes of healthcare through the further development of digital services in healthcare. 3. The conditions for performance of the contract are contained in the draft agreement, which constitutes Annex No. 8 to the SWZ. In area 3 – Measures increasing the hospital’s level of cybersecurity, the following must be carried out: 1) expansion of the server infrastructure backup system, including the creation of a more secure backup storage system resistant in particular to ransomware threats – 1 set. • Backup deduplication storage – 1 unit. In area 3 – Measures increasing the hospital’s level of cybersecurity, the following must be carried out: 1) supply of a vulnerability management system – 1 set. This subject matter of the contract constitutes expenditure within the area for the implementation of undertakings under the project entitled: “Implementation of e-services at the Dr Tytus Chałubiński District Hospital in Zakopane”, implemented under the National Recovery and Resilience Plan Programme, Priority: Efficiency, accessibility and quality of the healthcare system – grant component, Measure D1.1.2. The conditions for performance of the contract are contained in the draft agreement, which constitutes Annex No. 8 to the SWZ.
