Opportunity description

1. The subject matter of the contract is: Preparation of strategic noise maps for the voivodeship roads of the Masovian Voivodeship managed by MZDW in Warsaw – 5th round of acoustic mapping – procedure No. 090/26. The subject matter of the contract is the preparation of strategic noise maps (SMH) for voivodeship roads managed by the Mazovian Voivodeship Roads Authority in Warsaw (MZDW), on which more than 3,000,000 vehicles travel annually, together with the preparation of a complete set of identification, spatial and reporting data in accordance with the laws in force as of 13 March 2026 and the requirements of the Chief Inspectorate of Environmental Protection (GIOŚ) and the EHAŁAS-M system. 2. A detailed description of the subject matter of the contract is provided in Part IV of the SWZ – Description of the Subject Matter of the Contract. 3. Where the description of the subject matter of the contract indicates trademarks, patents or origin, source or a particular process that characterizes the products or services provided by a specific contractor, the Contracting Authority permits equivalent solutions. Where the description of the subject matter of the contract refers to standards, European technical assessments, approvals, technical specifications and technical reference systems, the Contracting Authority permits equivalently described solutions. 4. The subject matter of the contract cannot be divided into lots for the following reasons: a) Indivisibility of the computational model. The contract covers one coherent computational model for all 136 road sections throughout the entire Masovian Voivodeship, maintaining a 1:1 relationship between spreadsheets, GIS layers and the acoustic model. Division into lots would result in several separate models with different assumptions and parameters, which would make it impossible to aggregate the results at the voivodeship level and render the study unusable for reporting and planning purposes. b) Uniform model calibration and validation. Calibration and validation require a uniform methodology and comparable measurement conditions for all sections. Entrusting these activities to different contractors would result in results that are not comparable between lots and would make it impossible to prepare a coherent consolidated study. c) Uniform reporting to GIOŚ and EHAŁAS-M. The results are submitted to the Chief Inspectorate of Environmental Protection and the Marshal of the Voivodeship as a single study for the entire road network managed by MZDW. The EHAŁAS-M system requires data to be entered by a single reporting entity for the entire scope of the study. Division of the contract would risk data inconsistency in the system and the inability to submit the required reports on time, which would expose MZDW to a breach of statutory obligations. d) Market availability. The market for strategic noise mapping services is a specialized market. The performance of even one lot requires the same resources as the performance of the whole (software, personnel, methodology). 5. The Contracting Authority anticipates awarding contracts referred to in Article 214(1)(7) of the Pzp Act with a total net value of PLN 91,500.00. Within the scope of similar services, the Contracting Authority anticipates the following services: - Collection, verification and analysis of technical and operational road data, field data and traffic data; designation of measurement points; 24-hour "in situ" noise measurements; 24-hour traffic measurements using video recording; speed measurements; documentation of locations and measurement material; - Development of a computational model in a 1:1 relationship (XLS ↔ GIS ↔ model); preparation and updating of identification data; entry of data into the model; acoustic simulation; calibration and validation of the model, together with any corrections necessary to achieve the required conformity; - Performance of final calculations; preparation of strategic noise maps, tabular summaries and analyses; development of the descriptive and graphic sections; preparation of a catalogue of remedial and noise-reduction measures; - Preparation of complete source and result documentation, model files, GIS layers, reports and attachments; preparation of materials for EHAŁAS-M and their entry or preparation for immediate entry; delivery of the documentation to the Contracting Authority. Place of performance of the services: Masovian Voivodeship. 6. The Contractor should maintain third-party liability insurance (OC) for damage caused during performance of the contract to the subject matter of the contract and to third parties for the entire term of the contract, with a guaranteed sum of no less than PLN 300,000.00 gross. The Contractor is obliged to provide the Contracting Authority with a copy of the current and paid-up policy within 14 days of the date of conclusion of the contract. Provided that continuity of insurance is maintained, the Contracting Authority permits the presentation, during the term of the contract, of several policies confirming possession of third-party liability insurance (OC) jointly covering the entire period of contract performance. The Contractor is obliged to provide the Contracting Authority with a copy of each subsequent current and paid-up policy within 7 days after the expiry date of the previous policy. If the Contractor fails to fulfil the above obligation, the Contracting Authority will charge the Contractor contractual penalties for delay in the amount specified in the contract. 7. Contract performance period: 7 months from the date of signing the contract. 8. The Contractor whose tender has been selected as the most advantageous shall provide a performance bond in the amount of 5% of the total price stated in the tender. The requirements concerning the performance bond are described in Chapter XX of Part I of the SWZ. 9. The Contracting Authority anticipates applying the so-called reverse procedure referred to in Article 139(1) of the PZP Act, i.e. the Contracting Authority will first examine and evaluate the tenders and will then assess the eligibility of the Contractor whose tender received the highest evaluation with regard to the absence of grounds for exclusion and fulfilment of the conditions for participation in the procedure. 10.
