Opportunity description

The subject matter of the contract includes the collection and management of solid municipal waste from the territory of the Municipality of the City of Wąbrzeźno. The scope of the contract covers all properties within the territory of the Municipality of the City of Wąbrzeźno (residential and non-residential). General characteristics of the Municipality of the City of Wąbrzeźno in the context of waste collection and management: 1. The number of residents registered in the city of Wąbrzeźno as of 08.07.2026 is 11,530 people, including 11,253 people registered for permanent residence and 277 people registered for temporary residence. The number of people reported for waste collection according to declarations – 10,637 people. 2. There are approximately 1,800 residential properties in the city (cooperatives, homeowners’ associations, multi-family and single-family buildings), as well as approximately 447 non-residential properties and approximately 120 mixed-use properties; 3. Area of the city – 8.5 km2. The procedure is conducted as an open tender pursuant to Art. 139 of the Public Procurement Law. 1. Contractors may jointly apply for the award of the contract. 2. Contractors jointly applying for the award of the contract are required to appoint an attorney-in-fact to represent them in the contract award procedure or to represent them in the procedure and conclude the public procurement contract. 4. All correspondence and settlements will be conducted exclusively with the attorney-in-fact as the representative of the contractors jointly applying for the award of the contract. 5. Partners in a civil-law partnership are contractors jointly applying for the award of the contract, and the rules set out in paragraphs 1–4 apply to them. 6. Before concluding the contract for the award of the contract, contractors jointly applying for the award of the contract will be required to provide the contracting authority with a copy of the agreement governing the cooperation between those contractors. 7. In the case of contractors jointly applying for the award of the contract, each contractor shall submit the declarations referred to in Art. 125(1) of the Public Procurement Law. These declarations confirm the absence of grounds for exclusion and the fulfillment of the conditions for participation to the extent that each contractor demonstrates fulfillment of the conditions for participation in the procedure. 8. Each contractor jointly applying for the contract shall submit declarations and documents confirming the absence of grounds for exclusion from the procedure. 9. The contracting authority requires contractors jointly applying for the award of the contract, in order to confirm that the contractor fulfills the conditions for participation in the procedure concerning technical or professional capacity, to attach to the tender a declaration indicating which construction works, supplies or services will be performed by the individual contractors (Appendix No. 6 to the SWZ). 10. With regard to conditions concerning education, professional qualifications or experience, contractors jointly applying for the award of the contract may rely on the capacities of those contractors who will perform the construction works or services for which those capacities are required. 11. When submitting a joint tender (Art. 58 of the Public Procurement Law) by two or more contractors, the consortium’s details must be entered with the word “consortium” indicated so that it is unequivocally clear from the wording of the entry who is submitting the tender.
