1.The subject matter of the contract is: Reconstruction and expansion of the sewage treatment plant located in Olsztyn near Częstochowa at ul. Storczykowa. 2.A detailed description of the subject matter of the contract is set out in Chapter III of the SWZ, the design and cost-estimate documentation, and the draft contractual provisions (Appendices 12A and 12B to the SWZ). 3.The works must be carried out while ensuring continuous operation of the treatment plant. The Contracting Authority recommends that, during the first stage of implementation, construction works related to the expansion of the sewage treatment plant (new facility) be performed, enabling the biological treatment process to be carried out, and that a partial occupancy permit be obtained, followed by the remaining construction works, so as to ensure continuity of sewage collection and treatment. The reconstruction and expansion must not disrupt the operation of the sewage treatment plant. Any shutdowns and changes to equipment operating cycles must be agreed with the City and Municipality of Olsztyn and Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A., and the written consent of the Supervision Inspector must also be obtained. 4.Note: The contract is jointly implemented and co-financed by the City and Municipality of Olsztyn and Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A. in Częstochowa; when submitting a tender, the Contractor is required to present separately itemized implementation costs in the tender form for: reconstruction of the sewage treatment plant (part A); expansion of the sewage treatment plant (part B) Note: The Contracting Authority does not permit the submission of tenders for individual parts. 5.The scope of the sewage treatment plant reconstruction works is financed by Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A. The basis for pricing is the design and execution documentation – part A. 6.The scope of the sewage treatment plant expansion works is financed by the City and Municipality of Olsztyn. The basis for pricing is the design and execution documentation – part B. 7. SITE VISIT: Pursuant to Art. 131(2)(1) p.z.p., the Contracting Authority requires that, before submitting a tender, the Contractor conduct a site visit of the grounds and facility where the works covered by the subject matter of the contract will be carried out, in order to obtain all data and information necessary for proper performance of the contract and correct calculation of the tender price. The Contractor’s attendance at the site visit is mandatory and requires confirmation of this fact by an appropriate document – template Appendix No. 13 to the SWZ. Failure to submit a declaration confirming completion of the site visit together with the tender constitutes grounds for rejection of the Contractor’s tender, as referred to in Art. 226(1)(18) p.z.p. The Contracting Authority informs that it will verify the declaration submitted with the tender against the list of persons—representatives of contractors—present at the site visits on the dates specified by the Contracting Authority. 8.The City and Municipality of Olsztyn informs that the Reconstruction and expansion of the sewage treatment plant located in Olsztyn near Częstochowa at ul. Storczykowa, with respect to the performance of construction works for the expansion of the sewage treatment plant, is co-financed with European Union funds and a BGK loan under the Green Transformation of Cities. In this procedure, the City and Municipality of Olsztyn acts as the authorized Contracting Authority pursuant to the agreement dated 09.02.2026, for the preparation and conduct of a joint procedure in the name and on behalf of Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A. Contracts with the Contractor will be concluded as follows: a separate contract between the Contractor and the City and Municipality of Olsztyn, and a separate contract between the Contractor and Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A.
