Opportunity description

The subject of the contract is: “Year-round (routine and winter) maintenance of national roads administered by the General Directorate for National Roads and Motorways, Branch in Rzeszów, divided into 4 parts: Part 1 – maintenance of national roads of the Przemyśl District – A-4 motorway on the section from Rzeszów Wschód (excluding the junction) to Jarosław Zachód (including the junction) Part 2 – maintenance of national roads G, GP of the Przemyśl District Part 3 – maintenance of national roads G, GP of the Lesko District Part 4 – maintenance of national roads G, GP and S of the Nisko District”. The Contracting Authority permits the submission of tenders for parts in accordance with the division of the subject of the contract specified in point 6.1 of the Instructions for Tenderers of the SWZ. Pursuant to Art. 91(1) of the Pzp Act, the Contracting Authority stipulates that one Contractor may submit a tender for a maximum of any two selected parts of the contract. The subject of the contract includes the performance, for Part 1, during the period from 01.05.2027 to 30.04.2031, and if the contract is signed after 01.05.2027, it shall apply from the date on which the roads are formally handed over for maintenance until 30.04.2031; for Part 2, during the period from 01.09.2027 to 31.08.2031, and if the contract is signed after 01.09.2027, it shall apply from the date on which the roads are formally handed over for maintenance until 31.08.2031; for Part 3, during the period from 01.05.2027 to 30.04.2031, and if the contract is signed after 01.05.2027, it shall apply from the date on which the roads are formally handed over for maintenance until 30.04.2031; for Part 4, during the period from 01.06.2027 to 31.05.2031, and if the contract is signed after 01.05.2027, it shall apply from the date on which the roads are formally handed over for maintenance until 31.05.2031, provided that, for all Parts of the contract, the maximum total term of the Contract, including the right of option referred to in § 1(8), may not exceed 48 months from the commencement of contract performance, of year-round road maintenance works, including winter and routine maintenance, in particular: - maintenance of road surfaces and engineering structures- maintenance of shoulders and central reservations,- maintenance of the road body,- maintenance of drainage,- maintenance of pavements and cycle paths,- maintenance of signage,- maintenance of road traffic safety equipment, - maintenance of the aesthetics of signs, road traffic safety elements and the road right-of-way,- maintenance of auxiliary equipment,- winter road maintenance,- Contract Management, - cleanliness maintenance and repair and maintenance works on engineering structures. The Contracting Authority provides for the possibility of exercising the right of option referred to in Art. 441(1) of the Pzp Act. Under this contract, the Contracting Authority provides for the possibility of exercising the right of option with regard to: 1) Performance of works on road sections other than those indicated in §1(1), located within the District whose roads are covered by maintenance under this Contract, or within neighboring Districts forming part of the GDDKiA structure, listed in Appendix No. 15 to the Contract, within the scope specified in Appendix No. 2 to the Contract, Tables of Settlement Elements, for works designated as works to be performed under the right of option. These works shall be settled at the prices specified by the Contractor for the basic contract for these works. The aforementioned prices for roads with the same cross-section and maintenance standard shall be used to calculate the Contractor’s remuneration; 2) the possibility of entrusting the Contractor with the performance of works, in the case referred to in § 3(2), for a period not longer than 10 months-within the scope of the basic contract, at the prices specified by the Contractor for the basic contract in Appendix No. 2 to the Contract, Tables of Settlement Elements, Consolidated Cost Statement, provided that the maximum total term of the Contract, including the right of option, may not exceed 48 months. With regard to the key task reserved for personal performance by the Contractor, the Contractor may not rely on the capacities of an entity providing resources, under the rules specified in Art. 118(1) of the Pzp Act, in order to demonstrate compliance with the relevant conditions for participation in the procedure.
