1. The subject matter of the contract is: RDW in Parczew: Services for installing and removing snow fences. Classification of works according to CPV: 90620000 Snow-clearing services 45340000-2 Fencing, railing and safety equipment installation work 2. The Contracting Authority has divided the subject matter of the contract into two tasks and permits the submission of partial tenders for one or two tasks: 1) Task No 1: Services for installing and removing snow fences along provincial roads during the 2026/2027 winter season, along provincial roads administered by RDW in Parczew within the area of operation of Road District No 1 in Parczew, in the amount of 14.780 km; 2) Task No 2: Services for installing and removing snow fences along provincial roads during the 2026/2027 winter season, along provincial roads administered by RDW in Parczew within the area of operation of Road District No 2 in Ostrów Lubelski, in the amount of 11.730 km; 3. Rules for installing and removing snow fences Snow fences should be installed only in places at risk of snowdrift formation, in accordance with the "List of locations subject to drifting and where snow fences are installed" on provincial roads, depending on the task: For Task No 1: on provincial roads Nos 813, 814, 815, 819, For Task No 2: on provincial roads Nos 809, 813, 815, 828, 829. The Contractor shall provide the services in accordance with applicable environmental protection regulations. The Contractor shall be liable for all damage caused by damage to underground infrastructure (telecommunications network, gas network, etc.) while performing the works in question. It is possible to have Orange Polska mark out the route of telecommunications cables at the Contractor’s expense and upon the Contractor’s request. Details at: www.orange.pl/wniosekonadzor. The Provincial Roads District in Parczew will provide the following materials: plastic snow fences and wooden stakes for installing the fences. The Contractor shall collect the materials from the storage yard at the headquarters of the respective Road Districts: For Task No 1: OD No 1 in Parczew at ul. 11 Listopada 98, 21-200 Parczew, For Task No 2: OD No 2 in Ostrów Lubelski at ul. Lubartowska 62, 21-110 Ostrów Lubelski; during the Districts’ working hours, i.e. Monday to Friday from 7.00 – 15.00. The service Contractor shall provide the following materials: - Ø 2.0 mm steel wire or Ø 2.0 mm cable, - anchors /nails/ for fastening the cable/string, - string or wire for fastening the mesh to the steel wire or cable and to the stakes. The fence should be located 15 ÷ 20 m from the edge of the roadway. The requirement concerning the distance of the fence from the road and the provision of a gap 20 ÷ 30 cm high above the ground (under the fence) must be strictly observed, because a fence installed too close causes snow to accumulate on the road structure, while one installed too far away does not serve its purpose at all. There must be no objects that retain snow between the fence and the road crown, e.g. fences, hedges, individual buildings, materials stored on the roadside, The fence should consist of a sequence of panels and gaps between the panels in accordance with the rules specified in the Technical Specification. Dismantling the fence includes: - dismantling all fence components (guy wires, anchors, mesh, cable/string, stakes), - sorting the dismantled material, rolling the mesh and string into rolls, removing damaged material to a location indicated by the Supervision, and, where applicable, repairing damaged components (used fencing staples must be removed without exception, as they may pose a hazard to grazing cattle), - transporting materials owned by the District back to the storage yards of the road districts during the Districts’ working hours, i.e. Monday to Friday from 700 – 1500, - storing the materials in accordance with the provisions of the Technical Specification at a location agreed with the Supervision, - tidying the occupied area. The detailed scope of services is set out in the Technical Specification and in the list of locations subject to drifting and snow-fence locations. 4. The subject matter of the contract has been described in the manner specified in Article 101(1)(2) and paragraph 3 of the Pzp Act. The Contracting Authority permits solutions equivalent to those described, provided that the Contractor proves in its tender, in particular by means of the subject-matter evidence referred to in Articles 104-107, that the proposed solutions satisfy the requirements specified in the description of the subject matter of the contract to an equivalent degree. 5. The Contracting Authority divides the contract into parts and thus permits the submission of partial tenders for one or all tasks.
